That the Minutes of the proceedings of the Traffic Committee Meeting held on 10 March 2016 be confirmed as a true and accurate record.

RP-1          MUNDARLO ROAD RALLY SPRINT EVENT

 

Recommendation

Traffic Committee note that the following matter was distributed to members by email on 11 April 2016 with members responding in favour of the conduct of the event.

That Traffic Committee endorse the conduct of the Wagga & District Car Club Mundarlo Road Rally Sprint event on 27 August 2016 which will involve a closure of Mundarlo Road subject to the conditions that appear below:

a       The arrangements regarding route, timing and other issues that are set out in the application documents are adhered to,

b       All provisions of Road Transport Legislation to be complied with,

c       Approval pursuant to section 115 of the Road Transport Act, 2013 being given by the Commissioner of Police or his delegated officer or an acknowledgement that such approval is unwarranted due to the closed and sterile nature of the event course.

d       Approval for the part of the event on the northern end of Mundarlo Road being provided by Gundagai Shire Council.

e       Any direction given by a member of the NSW Police that is pursuant to Road Transport Legislation or Occupational Health and Safety Legislation is to be promptly complied with,

f        Any direction that is given by an Officer of Wagga Wagga City Council is to be promptly complied with,

g       Failure to comply with any of these conditions will immediately void approval for the event,

h       Authorised Traffic Control Plans are to be implemented, monitored and removed by a person who holds the appropriate level of ‘Traffic Control at Worksites’ accreditation.  All provisions of the Guide to Traffic Control at Worksites manual version 4 must be complied with,

i         Responsibility for sourcing traffic control equipment including signs, barriers and traffic cones, required for implementation of the traffic control plans, lies with the Wagga & District Car Club.

j         Wagga & District Car Club are to notify NSW Rural Fire Service of the traffic control arrangements for the event and make provisions for emergency access to the closed area, if necessary

k       Wagga & District Car Club are to notify and liaise with NSW Ambulance Service so that they are aware of the traffic control arrangements for the event, with arrangements for emergency access and egress from the closed area, if necessary.

l         All components of the event are to be conducted under the supervision and guidance of Confederation of Australian Motor Sport organisation.

m      The insurance underwriter is to endorse Wagga Wagga City Council and Roads and Maritime Services as interested parties to this event on the certificate of currency and a copy of that certificate of currency so endorsed is to be supplied to Wagga Wagga City Council not later than 19 August 2016.

n       Notification of the situation to all residents within the area that is affected by the event and suitable, reasonable arrangements made with each property owner to meet their individual needs for access to and from their properties.

o       An adequate number of marshals are to be provided to each location along the length of the course to insure that spectator access to the course is restricted to that area that was agreed upon by representatives of Wagga & District Car Club, Wagga Wagga City Council and NSW Police at a site meeting on 27 May 2015.

p       All sections of the application form that are marked ‘TBA’ must be completed and a copy supplied to Wagga Wagga City Council on or before 19 August 2016.

RP-2          WAGGA WAGGA CLASSIC - CRITERIUM EVENT

 

Recommendation

Traffic Committee note that the following matter was distributed to members by email on 12 April 2016 with members responding in favour of the conduct of the event.

That Traffic Committee endorse the conduct of the Wagga Classic Criterium event on 2 July 2016 which will involve road closures in the central business district, allowing the event to run on Ivan Jack Drive to Best Street, Best Street to Tompson Street, Tompson Street to Peter Street, Peter Street to Morrow Street, Morrow Street to Baylis Street, Baylis Street to Fitzmaurice Street, Fitzmaurice Street to Johnston Street and Johnston Street to Ivan Jack Drive subject to the conditions that appear below:

a       The arrangements regarding route, timing and other issues that are set out in the application documents are adhered to,

b       All provisions of Road Transport Legislation to be complied with,

c       Approval pursuant to section 115 of the Road Transport Act, 2013 being given by the Commissioner of Police or his delegated officer,

d       Any direction given by a member of the NSW Police that is pursuant to Road Transport Legislation or Occupational Health and Safety Legislation is to be promptly complied with,

e       Any direction that is given by an Officer of Wagga Wagga City Council is to be promptly complied with,

f        Failure to comply with any of these conditions will immediately void approval for the event,

g       Authorised Traffic Control Plans are to be implemented, monitored and removed by a person who holds the appropriate level of ‘Traffic Control at Worksites’ accreditation.  All provisions of the Guide to Traffic Control at Worksites manual version 4 must be complied with,

h       Responsibility for sourcing signs, barriers and traffic cones, required for implementation of the traffic control plans, lies with the Wagga Wagga Cycling Club.

i         Wagga Wagga Cycling Club are to notify the local bus service provider and taxi service provider by the 10 June 2016 and inform those organisations of the extent of the road closures and the detour routes that will be in place.

j         Wagga Wagga Cycling Club are to notify NSW Fire Brigade of the traffic control arrangements for the event and make provisions for emergency access to the closed area, if necessary

k       Wagga Wagga Cycling Club are to notify and liaise with NSW Ambulance Service so that they are aware of the traffic control arrangements for the event, with arrangements for emergency access and egress from the closed area, if necessary (arrangements to be made to park ambulance vehicles on the northern side of Johnston Street),

l         All races being run in accordance with NSW Bicycle Federation rules,

m      Notification of the situation to all residents within the area that is affected by the criterium event on 2 July 2016 and suitable, reasonable arrangements made with each resident to meet their individual needs for access to and from their properties,

n       An adequate number of marshals to be provided to each location around the criterium course where traffic control devices are implemented to maintain the devices and to encourage safe spectator behaviour.

RP-3          WAGGA WAGGA CLASSIC - ROAD RACE EVENT

 

Recommendation

Traffic Committee note that the following matter was distributed to members by email on 2 May 2016 with members responding in favour of the conduct of the event.

That Traffic Committee endorse the conduct of the Wagga Classic Road Race event on Sunday 3 July 2016 which will involve traffic control on Old Narrandera Road, Millwood Road and Harris Road subject to the conditions that appear below:

a       The arrangements regarding route, timing and other issues that are set out in the application documents are adhered to,

b       All provisions of Road Transport Legislation to be complied with,

c       Approval pursuant to section 115 of the Road Transport Act, 2013 being given by the Commissioner of Police or his delegated officer,

d       Approval being forthcoming from Coolamon Shire Council for that part of the event that is within the boundaries of Coolamon LGA,

e       Any direction given by a member of the NSW Police that is pursuant to Road Transport Legislation or Occupational Health and Safety Legislation is to be promptly complied with,

f        Any direction that is given by an Officer of Wagga Wagga City Council is to be promptly complied with,

g       Failure to comply with any of these conditions will immediately void approval for the event,

h       Authorised Traffic Control Plans are to be implemented, monitored and removed by a person who holds the appropriate level of 'Traffic Control at Worksites' accreditation.  All provisions of the Guide to Traffic Control at Worksites manual version 4 must be complied with,

i         Responsibility for sourcing signs, barriers and traffic cones, required for implementation of the traffic control plans, lies with the Wagga Wagga Cycling Club.

j         All races being run in accordance with NSW Bicycle Federation rules,

k       Notification of the situation to all residents that live on the western end of Harris Road and that may be affected by the temporary closure of that road to traffic,

l         An adequate number of marshals to be provided to each location around the course where the event turns at an intersection.

RP-4          DOCKER STREET AND FORSYTH STREET – PROPOSED PEDESTRIAN REFUGES

 

Recommendation

That Traffic Committee endorse the investigation and design of the median islands with pedestrian refuges on Docker Street between Forsyth Street and Albury Street and at Forsyth Street at the intersection with Docker Street.

DEFERRED TO GENERAL BUSINESS

 

The Roads and Maritime Services representative pointed out that this item is not one which is covered by the delegation from the Chief Executive Officer of Roads and Maritime Services to Local Government Authorities for the control of traffic and therefore, is not a matter that should be included as an ordinary item in the Traffic Committee agenda.  The member did indicate that the matter could be discussed in General Business but should not be minuted.

 

RP-5          PINE GULLY ROAD ADVANCE WARNING SIGNS ON UNSEALED SECTION

 

Recommendation

That Traffic Committee endorse the installation of the following signs on the northern end of Pine Gully Road

a       A G9-318-1 ‘REDUCE SPEED TO CONDITIONS’ sign to be located 100 metres north of the caravan park entry, facing north bound traffic,

b       A W1-2(l) left reverse bend warning sign to be located 80 metres south of the start of the left reverse bend and facing north bound traffic

RP-6          MICHAEL AVENUE TREATMENT AT THE INTERSECTION WITH BENEDICT AVENUE

 

Recommendation

That Traffic Committee endorse the following strategy for managing traffic at the intersection of Michael Avenue and Benedict Avenue San Isidore:

a       the use of raised rubber strips to be installed transversely at 90° to the direction of travel and limited to the inside of a painted median island

b       coloured raised rubber strips to be spaced at two metre intervals

c       the outer line marking of the traffic island to be marked as an E5 line as per the advice of the Delineation Guide, in white paint with glass bead and that is at least 150mm wide

d       the installation of yellow retro-reflective raised pavement markers around the outer edge of the traffic island at intervals of not greater than 1.5 metres.

RP-7          DOCKER STREET - PROPOSED BUS ZONE NEAR BOLTON STREET

 

Recommendation

That Traffic Committee endorse the installation of a:

a       25 metre length of NO STOPPING zone, using a standard r5-400(r) sign, on the western side of Docker Street from the southern alignment of Bolton Street, extending toward the south

b       20 metre length of BUS ZONE, using standard R5-20 series signs with the additional words ‘7am to 7pm / Mon – Sat’, on the western side of Docker Street, immediately south of the zone that is mentioned at point ‘a’ above.

RP-8          TARCUTTA STREET – MOBILITY PARKING SCHEME SPACE NEAR POLICE STATION

 

Recommendation

That Traffic Committee endorse the conversion of a single 60° angle parking space  to a mobility parking scheme parking space that complies with the provisions of Australian Standard 2890.5 table 2.4, using standard R5-1-3 series signs, on the eastern side of Tarcutta Street immediately to the north of the Police Station main gate.

RP-9          KEAJURA ROAD LADYSMITH – SCHOOL BUS WARNING SIGN

 

Recommendation

That Traffic Committee endorse the installation of two W6-209 (symbolic) School Bus Warning signs on Keajura Road at the following locations:

a       on the western side, facing traffic that is travelling in a northerly direction, at a point that is 150 metres east of the driveway entry to rural address known as ‘Benwerrin’ located at 1426 Keajura Road, Ladysmith,  and

b       on the eastern side, facing traffic that is travelling in a southerly direction, at a point that is 400 metres west of the main entry gate to the property as mentioned in point a.

RP-10        STURT HIGHWAY COLLINGULLIE – SCHOOL BUS WARNING SIGN

 

Recommendation

That Traffic Committee endorse the installation of two W6-209 (symbolic) School Bus Warning signs on the Sturt Highway at the following locations:

a       on the southern side facing traffic that is travelling in a westerly direction, at a point that is 200 metres east of the driveway entry to rural address known as ‘Ruby Park’ located at 1036 Sturt Highway, Collingullie, (Rural Address Number 3473) and

b       on the northern side facing traffic that is travelling in an easterly direction, at a point that is 200 metres west of the main entry gate to the property as mentioned in point a.

RP-11        OURA ROAD - COMPRESSION BRAKING SIGN

 

Recommendation

That Traffic Committee endorse the installation of an ‘A’ size G9-291 ‘REDUCE NOISE PLEASE LIMIT COMPRESSION BRAKING’ sign on the southern side of Oura Road between the rail over road bridge and East Street, facing west bound traffic as it enters North Wagga.
