That Traffic Committee note that the following matter was distributed to members by email on 2 August 2016 with members responding in favour of the recommendations.
That Traffic Committee endorse road closures of East Lake Drive, Lake Albert Road, Lakeside Drive, Kooringal Road, Plumpton Road, in Lake Albert and Kooringal, between 9:30am and 1pm on Sunday 11 September 2016, to permit the conduct of the Wagga Lake Run and Ride, subject to the following conditions: a A certified Traffic Control Plan for the event to be implemented, monitored and decommissioned by an accredited person/s. b Organisers and event participants will obey all reasonable directions that are given by Police. c Organisers and event participants will obey all reasonable directions that are given by Wagga Wagga City Council Staff. d Organisers, marshals and participants are to minimise the effect of the event on the non-event community as far as possible, throughout the event. e All participants are to be briefed verbally, on the course and emergency arrangements, prior to the commencement of the event. f All participants are to obey any reasonable direction/s that is given by event organisers and event marshals throughout the course of the event. g All barricades that restrict access to roads are to be monitored by marshals. h The event organisers should actively discourage participants in the ‘Ride’ part of the event from racing with others and from riding recklessly or in a manner that causes danger to themselves or to others by briefing the participants before the start of the event and by what other means are appropriate. i All barricade marshals are to be thoroughly briefed, both verbally and in writing, as to the requirements of their position and the powers that they are permitted to exercise before the commencement of the event. j A copy of a Certificate of Currency of a public liability insurance policy, that notes Wagga Wagga City Council and the NSW Roads and Maritime Services as interested parties, to the minimum value of $20 million, to be produced to Wagga Wagga City Council not later than 2 September 2016. k Failure to comply with any and all of the above conditions will immediately void this approval. That Traffic Committee note that the following matter was distributed to members by electronic means on 5 August 2016 with members replying in favour of the recommendation.
That Traffic Committee endorse the conduct of the SPRING STREET FESTIVAL, to be held in Baylis and Morrow Streets Wagga Wagga, between Morrow Street and the north side of Wollundry Lagoon Bridge, on Saturday 17 September 2016, subject to the following conditions:
a A certified and approved Traffic Control plan that prevents ordinary traffic access to the area is to be implemented and maintained by appropriately authorised personnel prior to and throughout the event. b There is to be no vehicular movement in the nominated areas during the event. c Organisers and event participants obey all Police directions. d Organisers and event participants obey any reasonable direction that is made by a Wagga Wagga City Council Officer in respect of the management of the road network. e No event participant is to occupy a position on a road that is outside of the closed area. f The organiser must produce a copy of a certificate of currency for a public liability insurance policy, to the minimum value of $20 million, endorsing Wagga Wagga City Council and the NSW Roads and Maritime Services as interested parties in this event, to Wagga Wagga City Council not later than close of business on 12 September 2016
g The Event Organiser is to notify emergency services and public transport providers of the road closure. h Failure to comply with any condition immediately voids approval for the event and normal traffic regulation and restriction will apply from that time. CARRIED |

That Traffic Committee members note that the following matter was distributed to members by electronic means on 9 August 2016 with members responding in favour of the event.
That Traffic Committee endorse road closures of Baylis Street and Fitzmaurice Street between 7:00am and 1:00pm on Sunday 2 October 2016, to permit the conduct of the Gears and Beers cycling event, subject to the following conditions:
a A certified Traffic Control Plan for the event to be implemented, monitored and decommissioned by an accredited person/s. b Organisers and event participants will obey all reasonable directions that are given by Police. c Organisers and event participants will obey all reasonable directions that are given by Wagga Wagga City Council Staff. d Organisers and event participants will obey all reasonable directions that are given by Coolamon Shire Council Staff. e Organisers, marshals and participants are to take all possible actions to minimise the effect of the event on the non-event community, throughout the event. f All participants are to obey any reasonable direction/s that is given by event organisers and event marshals throughout the course of the event. g All participants are to be briefed verbally, on the course and emergency arrangements, prior to the commencement of the event. h All escorting vehicle drivers, event marshals and event participants will at all times obey the provisions of New South Wales Road Transport Legislation. i The event organisers should actively discourage participants in the event from racing with others and from riding recklessly or in a manner that causes danger to themselves or to others by briefing the participants before the start of the event and by any other means that are appropriate.
j All marshals are to be thoroughly briefed, both verbally and in writing, as to the requirements of their position and the powers that they are permitted to exercise before the commencement of the event. k Each ride is to be accompanied by a lead vehicle, a following vehicle, a sag-wagon and an uplift vehicle. l Each of the lead vehicles, following vehicles and sag-wagons is to be fitted with a flashing amber lamp that operates at all time while the ride is on the open road network. m The lead vehicle and the following vehicle are to clearly display signs on the high point of the vehicle that are yellow background with black text that is at least 120mm in height with the words ‘CAUTION / CYCLE EVENT IN PROGRESS’. n All event marshals and vehicle drivers and other vehicle assistants must wear reflective vests that meet the requirements of Australian Standard 4602:1999. o The event organiser will appoint a Ride Captain for each ride group. p The event organiser will appoint a First-Aid operator who will accompany each ride group. q Ride groups will, as far as possible, stay together. r Any participant who is unable to keep up with the group is to be picked up by the sag-wagon and uplift vehicles. s Any event participants who are unable to keep up with the ride group but refuses to be picked up by the sag-wagon and uplift vehicle will be deemed to no longer be taking part in the event. t A copy of a Certificate of Currency of a public liability insurance policy, that notes Wagga Wagga City Council, Coolamon Shire Council, Junee Shire Council and the NSW Roads and Maritime Services as interested parties, to the minimum value of $20 million, to be produced to Wagga Wagga City Council not later than 28 September 2016. u Failure to comply with any and all of the above conditions will immediately void this approval. That Traffic Committee note that the following matter was distributed to members by email on 31 August 2016 with members responding in favour of the event.
That Traffic Committee endorses the conduct of a bicycle race as part of a duathlon event on a course near Ladysmith, as per attached maps, subject to the following conditions:
a The arrangements regarding route, timing and other issues that are set out in the application documents are adhered to, b All provisions of Road Transport Legislation are complied with, c Approval pursuant to section 115 of the Road Transport Act, 2013 being given by the Commissioner of Police or his delegated officer. d Any direction given by a member of the NSW Police that is pursuant to Road Transport Legislation or Occupational Health and Safety Legislation is to be promptly complied with, e Any reasonable direction that is given by an Officer of Wagga Wagga City Council is to be promptly complied with, f A copy of a Certificate of Currency of a public liability insurance policy, that notes Wagga Wagga City Council, Coolamon Shire Council, Junee Shire Council and the NSW Roads and Maritime Services as interested parties, to the minimum value of $20 million, to be produced to Wagga Wagga City Council not later than 1 November 2016. g Authorised Traffic Control Plans to be implemented, monitored and removed by a person who holds the appropriate level of "Traffic Control at Worksites" certification, h Racing should not commence of should immediately cease in the event that sight distance, due to weather or other conditions, does not render an adult person wearing dark clothing clearly visible at a distance of 200 metres. i The race is to be run in accordance with the rules of the appropriate governing body for this type of event, j Failure to comply with any of these conditions will immediately void approval for the event. That Traffic Committee note that the following matter was distributed to members on 1 September 2016 with members responding in favour of the event.
That Traffic Committee endorse the conduct of a multicultural street festival, FUSION16 to be held in Baylis Street Wagga Wagga, between the north side of Wollundry Lagoon and the north side of Morrow Street, on Saturday 15 October 2016 subject to the following conditions:
a A certified and approved Traffic Control plan that prevents ordinary traffic access to the area is to be implemented and maintained by appropriately authorised personnel prior to and throughout the event. b There is to be no vehicular movement in the nominated areas during the event. c Organisers and event participants obey all Police directions. d Organisers and event participants obey any reasonable direction that is made by a Wagga Wagga City Council Officer in respect of the management of the road network. e No event participant is to occupy a position on a road that is outside of the closed area. f The Event Organiser is to notify emergency services and public transport providers of the road closure. g Failure to comply with any condition immediately voids approval for the event and normal traffic regulation and restriction will apply from that time. That Traffic Committee endorse a The issue by Council Officers of permits that allow vehicles: i that are greater than 15 metres in length but not greater than 19 metres in length, and ii not heavier than concessional mass limits, and iii registered to owners who reside within the boundaries of the City of Wagga Wagga Local Government Area to travel on the section of Red Hill Road between the intersection with the Olympic Highway and the intersection with Glenfield Road. b The removal of all R9-223 plates that are currently attached to signs on Red Hill Road, the Olympic Highway, Glenfield Road and Holbrook Road with the words ‘VEHICLES OVER 15m’ and that are associated with travel on Red Hill Road. c Request
permission from Roads and Maritime Services to replace the signs that are
mentioned at point ‘b’ with R9-229 signs with the words d Review the effectiveness of the strategy in not longer than 12 months with consideration given to accelerated deterioration of the Red Hill Road asset and also to the number and nature of any complaints of excessive noise that is generated by heavy vehicle use. That Traffic Committee endorse the installation of combined ‘B’ size W1-3 ‘curve warning’ signs and W8-2 ‘advisory speed’ signs, with the additional numerals ‘45’ at a distance of 80 metres on the approach to both sides of the 90° angle bend in Vincent Road that is located about 500 metres east of the intersection with Kooringal Road.
