That Traffic Committee note that the following matter was distributed to members by email on 19 September 2016 with members replying in favour of the event.
That Traffic Committee endorse the conduct of the Remembrance Day Commemorative Service on Friday 11 November 2015, as requested by the Wagga Wagga Branch of the RSL Sub-Branch, requiring the closure of Baylis Street between Tompson Street and Wollundry Lagoon and Morrow Street between O’Reilly Street and Tongaboo Lane, subject to the following conditions:
a A certified and approved Traffic Control plan to be implemented by authorised personnel prior to and throughout the event. b No vehicular movement in the nominated areas during the event. c Organisers and event participants obey all Police directions. d Organisers and event participants obey any direction from a Wagga Wagga City Council Officer. e No event participant is to occupy a position on a road that is outside of the closed area. f The organiser must produce a copy of a certificate of currency for a public liability insurance policy, to the minimum value of $20 million, that endorses Wagga Wagga City Council and the NSW Roads and Maritime Services as interested parties in this event, to Wagga Wagga City Council not later than close of business on 5 November 2016. g Failure to comply with any condition immediately voids approval for the event and traffic regulation and restriction will apply from that time. That Traffic Committee endorse the following strategies in Coolamon Road near the intersection with Prices Road: a The installation of ‘B’ size W6-209 (School Bus Warning) signs on both the north and south bound approaches to the location near Prices Road that is used as a morning and afternoon bus interchange location, as indicated in the diagram that is contained in the report. Signs to be located at a distance of 120 metres from the interchange in both directions. b The installation of flap style lane divider delineators on a path that is immediately on the road shoulder side of the north bound (west) E1 edge line at 15 metre intervals over a distance of 60 metres on both the approach and departure side of the intersection with Prices Road. c Construction of an extension of the width of the sealed bitumen shoulder on the north bound departure side of the intersection with Princes Road so that the sealed shoulder is a minimum of 6.5 metres wide over a length of 75 metres plus appropriate entry and exit transitions. d Remarking the existing E1 edge lines over a length of at least 100 metres on both the approach and departure sides of the locations that are used for the morning and afternoon bus interchanges near Prices Road. That Traffic Committee endorse the installation of 13 metres of TAXI ZONE, using standard R5-21 series signs with the additional words ‘7am – 7pm’, on the western side of Fife Street adjacent to the Forest Hill shopping centre, between the middle and southern most driveways, as per the diagrams that are included in the report. CARRIED |

That Traffic Committee endorse the installation of one new mobility parking scheme (disabled parking) spaces on the eastern side of Fitzhardinge Street immediately to the north of the Robertson Oval access road, using standard R5-1-3 Mobility Parking Scheme signs with the numeral ‘3’ displayed in front of the ‘P’. That Traffic Committee endorse the following changes to the configuration of Kincaid Street in the section between Fitzmaurice Street and Trail Street, on the basis of a six-month trial, by: a Removal of permitted parallel parking at the southern kerb by installing R5-40 series ‘NO PARKING’ signs except in the indented section that is at the front of 22 Kincaid Street where the existing ½ P timed parking should remain. b Marking a 1.5 metre wide Cycle Lane parallel and adjacent to the southern kerb using standard PS-2 bicycle decals and standard ‘A’ size R7-1-4 regulatory Cycle Lane signs. c Marking the outside of the Cycle Lane with an L5 line as per the requirements of the NSW Bicycle Guidelines document that is produced by Roads and Maritime Services. d Marking of a 3.7 metre wide west bound travelling lane between the L7 line that is mentioned at point ‘c’ and an E1 edge line. e Marking a total of forty-four 90° angle parking spaces, 25 in the section between Fitzmaurice Street and Barrand Street and 19 in the section between Barrand Street and Trail Street. f Parking bay sizes are to be 3.0 metres wide by 5.4 metres long. g Installing signs facing drivers at the approach to each section in both directions, similar to the diagram that is contained in the report with the words: 90° ANGLE Centre of Road Parking Forward in and Forward Out Only NO TIME LIMIT Vehicles Under 5.4m Only h Installing R5-65 ‘PARK IN BAYS ONLY’ signs immediately under the signs that are mentioned at point ‘g’. i Installing appropriate centre island spaces at both ends of the centre of road parking areas and also on both sides of the Barrand Street intersection using pre-formed, moulded rubber sections, as per the photograph that is contained in the report. j Marking a 3.7 metre wide east bound travelling lane between an E1 edge line along the boundary of the parking bays and an L7 line that is mentioned at point ‘k’. k Marking a 1.5 metre wide Cycle Lane parallel and adjacent to the northern side of the east bound travelling lane using standard PS-2 bicycle decals and standard R7-1-4 regulatory Cycle Lane signs. l Maintaining the parallel parking bays with 1P restriction adjacent to the northern kerb, marked with ‘T and L’ marks in accordance with the provisions of Australian Standard 1742 Part 11 Section 7.1 m Installing a standard ‘A’ size R2-6(R) ‘NO RIGHT TURN’ sign in Kincaid Street facing east bound traffic at the intersection with Barrand Street. n strict compliance with the provisions of the Roads Act 1993 Section 116, in respect of publishing a notice of intent to regulate traffic, as described in paragraphs ‘a’ to ‘m’, in a local newspaper. GENERAL BUSINESS
Roads and Maritime Services representative, Michael Buckley, suggested that Wagga Wagga City Council may choose to make a submission to Roads and Maritime Services for funding assistance under the ‘Network Efficiency Program’ to deliver the project that is outlined in RP-3 of this document. Funding assistance on a 50/50 basis may be available for work of this nature.
