That Traffic Committee members note that the following matter was distributed to members by email on 1 March 2017 with members responding in favour of the recommendation.
That Traffic Committee endorse the conduct of the ANZAC Day Dawn Service at 5:30am and the parade and commemorative service at 10:00am on 25 April 2017 in the Victory Memorial Gardens and on Baylis Street, Morgan Street and Morrow Street subject to the following conditions:
a Road closures for the event to commence from 6:00pm on 24 April 2017 to permit set up in Baylis and Morrow Streets around the Victory Memorial Gardens b The event is to be conducted as per the location and times that are stipulated in the application documents c A certified and approved Traffic Control plan to be implemented by authorised personnel from Wagga Wagga City Council prior to and throughout the event d No vehicular movement in the nominated areas during the event except for those vehicles that are used as part of the parade e Organisers and event participants obey all Police directions f Organisers and event participants obey any direction from a Wagga Wagga City Council Officer g Morgan Street, from Berry Street to Baylis Street, is to be opened to normal use by the non-event community once the parade has completely cleared that section of road and the street can safely be opened h Baylis Street, from Morgan Street to the northern side of the intersection with Tompson Street is to be opened for normal use by the non-event community once the parade has cleared that section of road and the street can be safely opened to traffic i No event participant is to occupy a position on a road that is outside of the closed area j Failure to comply with any condition immediately voids approval for the event and traffic regulation and restriction will apply from that time CARRIED |

Traffic Committee note that the following matter was distributed to members by email on 10 April 2017 with members responding in favour of the conduct of the event. That Traffic Committee endorse the conduct of the Wagga Classic Road Race event on Saturday 1 July 2017 which will involve traffic control on Old Narrandera Road, Millwood Road and Harris Road subject to the conditions that appear below: a The arrangements regarding route, timing and other issues that are set out in the application documents are adhered to b All provisions of Road Transport Legislation to be complied with c Approval pursuant to section 115 of the Road Transport Act, 2013 being given by the Commissioner of Police or his delegated officer d Approval being forthcoming from Coolamon Shire Council for that part of the event that is within the boundaries of Coolamon LGA e Any direction given by a member of the NSW Police that is pursuant to Road Transport Legislation or Occupational Health and Safety Legislation is to be promptly complied with f Any direction that is given by an Officer of the City of Wagga Wagga is to be promptly complied with g Failure to comply with any of these conditions will immediately void approval for the event h Authorised Traffic Control Plans are to be implemented, monitored and removed by a person who holds the appropriate level of ‘Traffic Control at Worksites’ accreditation. All provisions of the Guide to Traffic Control at Worksites manual version 4 must be complied with i Responsibility for sourcing signs, barriers and traffic cones, required for implementation of the traffic control plans, lays with the Wagga Wagga Cycling Club j All races being run in accordance with NSW Bicycle Federation rules k Notification of the situation to all residents that live on the western end of Harris Road and that may be affected by the temporary closure of that road to traffic l An adequate number of marshals to be provided to each location around the course where the event turns at an intersection CARRIED |

That Traffic Committee endorse the installation of 10 metres of NO STOPPING zone, using standard R5-400 series signs, on the southern side of Elizabeth Street on either side of the pedestrian gate way exit from North Wagga Public School as indicated in the diagram that is contained in the following report. That Traffic Committee endorse the installation of painted traffic control lines on Old Hume Highway Tarcutta as per the diagrammatical representation that is contained in the five attached diagrams. CARRIED |

That Traffic Committee endorse: a Removal of the restricted NO PARKING zone on the southern side of Johnston Street immediately west of the old Ambulance Station, returning the length to unrestricted parallel parking b Installing a 14 metre long length of NO PARKING zone, using R5-40 series signs, with the additional words ‘FIRE & RESCUE VEHICLES EXCEPTED’, on the northern side of Johnston Street between the entry and exit driveways to the private car park that is situated at 45-53, as per the diagram that is contained in the report CARRIED |

That Traffic Committee endorse a change to the configuration of the intersection of Marrar Road and Coolamon Road as indicated in the concept design that is attached to this report.

QUESTIONS WITH NOTICE
No Questions with Notice were received.
GENERAL BUSINESS
GB-1 The Attendees listed in the previous Minutes are incorrect and will be updated with the correct members who were present.
GB-2 Councillor Dan Hayes requested that in future that the Local Traffic Committee Meeting not clash with other Committee meetings, as it makes it difficult for him to attend.
GB-3 Councillor Dan Hayes asked if it was possible for the Local Traffic Committee to look into a left turn lane only from Lake Albert Road onto Edward Street at the International Hotel intersection.
GB-3 Councillor Dan Hayes asked if there could be parking lines painted along Best Street opposite the café to allow for better functioning parking in the area.
GB-4 Councillor Dan Hayes enquired if the process of reporting items to the Local Traffic Committee, and then onto Council for endorsement, could be improved and can be changed to allow for a better flow of reporting items.
