Analysis:

This report is to provide an update on the following projects:

·        Wagga Wagga Overland Flow Flood (MOFF) Risk Management Study and Plan

·        Main City and North Wagga Levee Construction – Stage 1

·        Wagga Wagga Revised Floodplain Risk Management Study and Plan

·        Wagga Wagga Villages Floodplain Risk Management Study and Plan

 

 

 

Recommendation

That the Committee receive and note the report.

 

Key Reasons

Project 1753 - Wagga Wagga Major Overland Flow Flood (MOFF) Risk Management Study and Plan

 

WMAwater have commenced this project by updating the flood behaviour model based on the 2016 revision of Australian Rainfall and Runoff (ARR).

 

Project 1793 – Main City and North Wagga Levee Construction – Stage 1

 

Milestones

Tender                                            February 2017 - released

Contract                                          July 2017 - awarded

Contract Construction                 1 September 2017 - commenced

Onsite Construction                    3 October 2017

 

 

The Stage 1 Levee contract was awarded to Central West Civil on 23 August 2017, onsite at Flowerdale Lagoon. The contract commenced on the 1 September 2017 and the contractor is preparing preliminary documentation, for an onsite commencement on the 3 October 2017.

 

Stage 1 is the section between Flowerdale Lagoon to Wiradjuri Bridge and Copland/Kooringal roundabout through to the cemetery.

 

Project 2000 – Wagga Wagga Revised Floodplain Risk Management Study and Plan

 

The Stage 3 Draft Report of the Wagga Wagga Revised Floodplain Risk Management Study and plan was distributed to committee members and relevant Council staff for review and comment. Feedback received has been provided to WMAwater and will be addressed prior to a report being presented to Council for their endorsement for public exhibition.

 

New Project – Wagga Wagga Villages Floodplain Risk Management Study and Plan

 

Council has received advice from the Office of Environment and Heritage (OEH) that funding of $132,000 has been granted to Council for the above project. Council is required to contribute $66,000 for this project.

 

Council is currently working with OEH to develop a Project Brief to enable Council to tender and engage a suitable consultant to undertake the works.

 

Financial Implications

The project budgets are as follows:

·        Major Overland Flow Flood Risk Management Study and Plan – $220,000

·        Wagga Wagga Revised Floodplain Risk Management Study and Plan – $165,000

·        Main City and North Wagga Levee Construction – Stage 1 – $3,014,000

·        Wagga Wagga Villages Floodplain Risk Management Study and Plan - $198,000

Policy

The outcomes from the various studies will be very important in the terms of future amendments to the Council Local Environmental Plan and its Development Control Plan.

Risk Management Issues for Council

There is a risk that the cost to carry out these projects could be more than was originally estimated. Therefore, Council would need additional funds to complete the works. However, some contingency was built into all of the estimates to reduce this risk

Internal / External Consultation

The Office of Environment and Heritage have been heavily consulted throughout the process of planning and executing these projects.

 

NSW Emergency Management is the responsible funding body and receives quarterly status update reports.

 

NSW State Emergency Services and Bureau of Meteorology are consulted when required.

 

Each of these projects is managed using a project steering group made up of members from different areas of Council as per Councils project management methodology.

 

Council officers in various directorates are members of the project steering committees for each project.

RP-2               RESIGNATION OF COMMITTEE MEMBER

Analysis:

Resignation of Committee Member and Advertising of Vacant Position.

 

 

Recommendation

That the committee:

a       formally accept the resignation of Mr Nicholas Cooper from the Floodplain Risk Management Advisory Committee

b       advertise the vacant position and appoint a new community representative as per Councils’ policy POL 117 – Appointment of Organisation Community and Individual Citizen Members to Council Committees Policy

c        write to Mr Nicholas Cooper thanking him for his contribution to the Floodplain Risk Management Advisory Committee

 

Report

The Floodplain Risk Management Advisory Committee is represented by four (4) community representatives, three (3) Council elected representatives and is supported by various Council staff and representation from industry stakeholders.

 

Community representative, Mr Nicholas Cooper has resigned from his position with the committee.

 

In accordance with clause 2.2.3 of Council’s Appointment of Organisation Community and Individual Citizen Members to Council Committee Policy - POL117, “If a vacancy arises during the term of a committee (of which membership had previously been determined), Council will publicly invite expressions of interest for membership on that committee to fill such vacancy.”

As described in Policy 117, the vacant position will be advertised and should a number of nominations be received they will be assessed by a Panel, formed as per clause 2.2.4 of the policy.
