On the Motion of J Woods and R Prangnell That the Committee: a receive and note the report b endorse the Stage 3 draft report of the Wagga Wagga Revised Floodplain Risk Management Study and Plan and recommend that Council place on public exhibition

At this stage of the meeting the committee discussed the following items:
Project 1753 - Wagga Wagga Major Overland Flow Flood (MOFF) Risk Management Study and Plan
OEH questioned WMAwater as to whether the updating of the flood behaviour model based on the 2016 revision of Australian Rainfall and Runoff (ARR) has started and if so there is a need for Council staff to resubmit the project schedule when possible.
Ø WMAwater advised that the updating has commenced and Council staff noted request re project schedule.
Project 2000 – Wagga Wagga Revised Floodplain Risk Management Study and Plan
L4B – North Wagga Levee Upgrade (5% AEP Design) + Embankment
The committee unanimously voted to amend the original L4B recommendation from:
Undertake a feasibility study to investigate raising North Wagga Levee to a 5% AEP level AND upgrade Hampden Avenue to an equivalent level (as an embankment).
To
Undertake a feasibility study of BOTH: L4B – Raising North Wagga Levee to a 5% AEP Level including upgrade of Hampden Avenue to equivalent level (as an embankment), AND a Voluntary House Raising and Voluntary Purchase Scheme for residential properties in the Study Area
Vegetation Management Plan A and B
The committee unanimously voted to amend the original Vegetation Management Plan recommendation from:
Adopt and implement the Vegetation Management Plan completed as part of this FRMS.
To
Proposed Recommendation:
Update the Vegetation Management Plan to reflect new legislative instruments, and draft Standard Operating Practice documents for the vegetation management activities recommended in the completed Vegetation Management Plan.
The committee unanimously voted to recommend the draft 3 report be reported to Council for public exhibition once the above changes have been made to the report by WMAwater. The Business Paper, that includes the report to Council, to be distributed to Committee members prior to the Council meeting.
Project 1793 – Main City and North Wagga Levee Construction – Stage 1
Cr Kendall requested an update on the status of the $10m funding pledged by the Federal Government, clarification that it was outside of the funding received from OEH and advice as to the impact of the funding on the total budget required for the levee upgrade.
Ø Council has received a draft funding agreement from the Department of Infrastructure and Regional Development. Staff are currently reviewing the document.
Ø The OEH funding is separate to the Federal government pledge.
Ø The budget allocated for the project is adequate, however a decision is still to be made in respect to the North Wagga levee which may impact on the amount required. Until Stage 2 is put out for tender, the final project costing can’t be confirmed.
Cr Kendall indicated that he still has concerns with the budget estimates for this project.
New Project – Wagga Wagga Villages Floodplain Risk Management Study and Plan
The project brief will be supplied to the committee for information once it has been finalised.
It was agreed by the committee that it was important to have representatives from the villages of Uranquinty, Ladysmith and Tarcutta and affected areas, brought onto the committee to provide local contributions to the project.

On the Motion of R Kendall and J Woods That the committee: a formally accept the resignation of Mr Nicholas Cooper from the Floodplain Risk Management Advisory Committee b advertise the vacant position and appoint a new community representative as per Councils’ policy POL 117 – Appointment of Organisation Community and Individual Citizen Members to Council Committees Policy c endorse targeting the villages of Uranquinty, Ladysmith and Tarcutta for a committee member as a result of recent funding received for the Wagga Wagga Villages Floodplain Risk Management Study and Plan d write to Mr Nicholas Cooper thanking him for his contribution to the Floodplain Risk Management Advisory Committee
