RP-1          THORNE STREET - IMPLEMENTATION OF ANGLE PARKING

 

Recommendation:

                   On the Motion of Councillors D Hayes and P Peter

That Traffic Committee endorse and recommends Council:

a       install 13 untimed 60° angle front to kerb parking spaces on the eastern side of Thorne Street, north of the intersection with Forsyth Street

b       use a line marking scheme and measurements as suggested in Australian Standard 2890.5 figure 2.4 and using standard R5-501 series signs

c       and the southernmost angle parking space to be located on the northern side of the tree that is growing in the road seal and that is nearest to the intersection with Forsyth Street, as per the diagram that is contained in the report

d       all parking on the eastern side of Thorne Street that is between the southernmost tree and Forsyth Street is to remain as parallel parking

RP-2          KINDRA LANE - STOP SIGN AT INTERSECTIONS WITH COLLINS STREET AND MACLEAY STREET

 

Recommendation:

                   On the Motion of Councillors D Hayes and P Peter

That Traffic Committee endorse and recommend Council to install a single ‘A’ size R1-1 STOP signs with associated STOP lines in Kindra Lane at the intersection with Macleay Street, facing west bound traffic and Collins Street, facing east bound traffic, as indicated in the diagram that is included in the report.

RP-3          GEARS AND BEERS - ON-STREET EVENT

 

Recommendation:

                   On the Motion of Councillors D Hayes and P Peter

That Traffic Committee note that the following matter was distributed to members by way of electronic means on 20 July 2017 with members responding in favour of the event.

That Traffic Committee endorse road closures of Baylis, Morrow and Fitzmaurice Streets between 06:15 and 18:30 on Sunday 1 October 2017, to permit the conduct of the Gears and Beers cycling event and craft beer festival, subject to the following conditions:

a       A certified Traffic Control Plan for the event to be implemented, monitored and decommissioned by an accredited person/s

b       Organisers and event participants will obey all reasonable directions that are given by Police

c       Organisers and event participants will obey all reasonable directions that are given by Wagga Wagga City Council Staff

d       Organisers and event participants will obey all reasonable directions that are given by Coolamon Shire Council Staff

e       Organisers, marshals and participants are to take all possible actions to minimise the effect of the event on the non-event community, throughout the event

f        All participants are to obey any reasonable direction/s that is given by event organisers and event marshals throughout the course of the event

g       All participants are to be briefed verbally, on the course and emergency arrangements, prior to the commencement of the event

h       All escorting vehicle drivers, event marshals and event participants will at all times obey the provisions of New South Wales Road Transport Legislation

i         The event organisers should actively discourage participants in the event from racing with others and from riding recklessly or in a manner that causes danger to themselves or to others by briefing the participants before the start of the event and by any other means that are appropriate

j         All marshals are to be thoroughly briefed, both verbally and in writing, as to the requirements of their position and the powers that they are permitted to exercise before the commencement of the event

k       Each ride is to be accompanied by a lead vehicle, a following vehicle, a sag-wagon and an uplift vehicle

l         Each of the lead vehicles, following vehicles and sag-wagons is to be fitted with a flashing amber lamp that operates at all time while the ride is on the open road network

m      The lead vehicle and the following vehicle are to clearly display signs on the high point of the vehicle that are yellow background with black text that is at least 120mm in height with the words ‘CAUTION / CYCLE EVENT IN PROGRESS’

n       All event marshals and vehicle drivers and other vehicle assistants must wear reflective vests that meet the requirements of Australian Standard 4602:1999

o       The event organiser will appoint a Ride Captain for each ride group

p       The event organiser will appoint a First-Aid operator who will accompany each ride group

q       Ride groups will, as far as possible, stay together

r        Any participant who is unable to keep up with the group is to be picked up by the sag-wagon and uplift vehicles

s       Any event participants who are unable to keep up with the ride group but refuses to be picked up by the sag-wagon and uplift vehicle will be deemed to no longer be taking part in the event

t        Failure to comply with any and all of the above conditions will immediately void this approval

RP-4          LAKE TO LAKE RUN AND RIDE - ON-STREET EVENT

 

Recommendation:

                   On the Motion of Councillors D Qvist and M Buckley

That Traffic Committee members note that the following matter was distributed by way of email on 15 August 2017 with members responding in favour of the event.

That Traffic Committee endorse road closures of East Lake Drive, Lake Albert Road, Lakeside Drive, Kooringal Road, Plumpton Road, in Lake Albert and Kooringal, between 9:30am and 1pm on Sunday 10 September 2017, to permit the conduct of the Wagga Lake Run and Ride, subject to the following conditions:

a       A certified Traffic Control Plan for the event to be implemented, monitored and decommissioned by an accredited person/s

b       Organisers and event participants will obey all reasonable directions that are given by Police

c       Organisers and event participants will obey all reasonable directions that are given by Wagga Wagga City Council Staff

d       Organisers, marshals and participants are to minimise the effect of the event on the non-event community as far as possible, throughout the event

e       All participants are to be briefed verbally, on the course and emergency arrangements, prior to the commencement of the event

f        All participants are to obey any reasonable direction/s that is given by event organisers and event marshals throughout the course of the event

g       All barricades that restrict access to roads are to be monitored by marshals

h       The event organisers should actively discourage participants in the ‘Ride’ part of the event from racing with others and from riding recklessly or in a manner that causes danger to themselves or to others by briefing the participants before the start of the event and by what other means are appropriate

i         All barricade marshals are to be thoroughly briefed, both verbally and in writing, as to the requirements of their position and the powers that they are permitted to exercise before the commencement of the event

j         A copy of a Certificate of Currency of a public liability insurance policy, that notes Wagga Wagga City Council and the NSW Roads and Maritime Services as interested parties, to the minimum value of $20 million, to be produced to Wagga Wagga City Council not later than 2 September 2016

k       Failure to comply with any and all of the above conditions will immediately void this approval

RP-5          KINGSFORD SMITH ROAD AND FARRER ROAD INTERSECTION DESIGN

 

Recommendation:

                        On the Motion of Councillors M Buckley and D Hayes

That Traffic Committee acknowledges the proposed concept design at Kingsford Smith Road and Farrer Road as follows:

a       the proposed Kingsford Smith Road alignment may be suitable for CHR(S) intersection treatment (Right turn from Farrer Road)

b       the proposed Kingsford Smith Road alignment may also be suitable for AUL intersection treatment (Left turn from Farrer Road) if required. (refer to kerb return note below)

c       the existing power poles be moved to a point that is outside of the clear zone on both streets as stipulated in the Austroads Guide to Road Design Part 6

d       that a detailed concept design and traffic impact statement be presented to Traffic Committee prior to construction commencing

RP-6          RIVERINA TRUCK SHOW AND KIDS CONVOY - 23 SEPTEMBER 2017

 

Recommendation:

                   On the Motion of Councillors D Hayes and M Buckley

That Traffic Committee endorse the conduct of the Riverina Truck Show and Kids Convoy on streets in Lake Albert from 8am on 23 September 2017 subject to the following conditions:

a       The event is conducted between the times and dates that are mentioned in the application papers

b       A certified Traffic Control Plan for the event is to be implemented, monitored and decommissioned by people with the appropriate ‘Traffic Control at Worksites’ accreditation

c       Organisers and event participants will obey all reasonable directions that are given by Police

d       Organisers and event participants will obey all reasonable directions that are given by Wagga Wagga City Council Staff

e       Organisers, marshals and participants are to take all possible actions to minimise the effect of the event on the non-event community, throughout the event

f        All participants are to obey any reasonable direction/s that is given by event organisers and event marshals throughout the course of the event

g       Event participants are to obey the collective provisions of Road Transport Legislation at all times whilst participating in the event

h       All event marshals and other assistants must wear reflective vests that meet the requirements of Australian Standard 4602:1999

i         Event organisers must consult with the residents of Lake Street, Ontario Drive and Michigan Drive who may be affected by temporary parking restrictions in those streets at least two weeks prior to the event and the traffic management plans should be explained.  All efforts should be made to alleviate any serious concerns that are raised by those residents who are consulted. In the event that a solution to a problem cannot be found, the matter should be referred as soon as possible to WWCC Traffic Officers

j         Failure to comply with any and all of the above conditions will immediately void this approval

QBWN-1   Councillor D Hayes enquired if the Bardo Lane and Forsyth street intersection be investigated.
