RP-1               ELECT A CHAIRPERSON AND DEPUTY CHAIRPERSON

Analysis:

Elect a Chairperson and Deputy Chairperson for the Committee.

 

 

Recommendation

That the Committee elect a Chairperson and Deputy Chairperson.

 

Report

In accordance with the Airport Advisory Committee Terms of Reference, the Committee shall elect a Chairperson and Deputy Chairperson:

10     Chairperson and Deputy Chairperson

10.1         The Committee shall, at its first meeting following appointment, and at the first meeting following the Council biannual election of Mayor, elect one of its Councillor representatives appointed under clause 6 to be Chairperson of the Committee and one of its voting members appointed under the same clause to be Deputy Chairperson

 

10.2         The Deputy Chairperson shall act in the absence of the Chairperson.

 

The voting members are as follows:

 

·    Councillor Kerry Pascoe

·    Councillor Dan Hayes

·    Nick Duggan - Qantaslink

·    Warrick Lodge – Regional Express

·    Chris Cabot – Aviation Industry Participant

·    Anabel Williams – Wagga Wagga Business Chamber

 

There are no legislative requirements as to the process for electing a Chairperson or Deputy Chairperson of a committee of Council. Accordingly, it is proposed that the election will take the form of a show of hands.

RP-2               TERMS OF REFERENCE AND DETERMINATION OF MEETING SCHEDULE

Analysis:

Terms of Reference and Determination of Meeting Schedule.

 

 

Recommendation

That the Committee:

a       endorse the Airport Advisory Committee Terms of Reference with modifications

b       adopt the meeting schedule as proposed in the body of this report

 

Report

Council adopted the Airport Advisory Committee Terms of Reference at its meeting of 24 April 2017.

 

As the Committee has now been established, the Terms of Reference is presented to the committee for review and amendment if required, with any amendments to be further reported to Council.

In the Airport Advisory Committee Terms of Reference, it states that the Committee meet quarterly or as determined by the Committee.

Meetings are proposed to be held at 5.30pm on the first Wednesday of the month with proposed meeting dates as per the following:

 

·    7 February 2018 - to accommodate the 2017/18 Christmas and school holiday period

·    1 August 2018

·    6 February 2019

 

Additional workshops and meetings may be held when required.

STAFF PRESENTATION

 

Council staff will provide a presentation at the meeting on airport performance and proposed developments.

 

 

QUESTIONS/BUSINESS WITH NOTICE

Geoff Bruest raised the following Questions with Notice for consideration by the Committee:

 

1.         Clarification as to how the Conflict of Interest provisions will work in practice – if one takes the provisions literally, none of the industry representatives would be without a conflict of interest

2.         Clarification with respect to the Airport being a Council Business Operation – under what legislative or other provision this determination has been made and by whom – and clarification as to the treatment of depreciation in the Airport Accounts – the authority for determination of asset depreciation – whether it is covered by some State Government legislative or policy directive or whether such arrangements are determined by Council as a policy.
