On the Motion of Councillors D Hayes and D Qvist That Traffic Committee note that the following matter was distributed to members on 18 September 2017 with members responding in favour of the event.
That Traffic Committee endorse and recommends Council conduct a multicultural street festival, FUSION17 to be held in Baylis Street Wagga Wagga, between the north side of Wollundry Lagoon and the north side of Morrow Street, on Saturday 21 October 2017 subject to the following conditions:
a A certified and approved Traffic Control plan that prevents ordinary traffic access to the area is to be implemented and maintained by appropriately authorised personnel prior to and throughout the event b There is to be no vehicular movement in the nominated areas during the event c Organisers and event participants obey all Police directions d Organisers and event participants obey any reasonable direction that is made by a Wagga Wagga City Council Officer in respect of the management of the road network e No event participant is to occupy a position on a road that is outside of the closed area f The Event Organiser is to notify emergency services and public transport providers of the road closure g Failure to comply with any condition immediately voids approval for the event and normal traffic regulation and restriction will apply from that time

On the Motion of Councillors D Hayes and D Qvist That Traffic Committee members note that the following matter was distributed to members electronically on 28 September with members voting in favour of the event. That Traffic Committee endorses and recommends Council the conduct of a bicycle race as part of the Ladysmith P&C Duathlon event on a course near Ladysmith, as per attached maps, subject to the following conditions: a The arrangements regarding route, timing and other issues that are set out in the application documents are adhered to b All provisions of Road Transport Legislation are complied with c Approval pursuant to section 115 of the Road Transport Act, 2013 being given by the Commissioner of Police or his delegated officer d Any direction given by a member of the NSW Police that is pursuant to Road Transport Legislation or Occupational Health and Safety Legislation is to be promptly complied with e Any reasonable direction that is given by an Officer of Wagga Wagga City Council is to be promptly complied with f Authorised Traffic Control Plans to be implemented, monitored and removed by a person who holds the appropriate level of "Traffic Control at Worksites" certification g Racing should not commence of should immediately cease in the event that sight distance, due to weather or other conditions, does not render an adult person wearing dark clothing clearly visible at a distance of 200 metres h The race is to be run in accordance with the rules of the appropriate governing body for this type of event i Failure to comply with any of these conditions will immediately void approval for the event

On the Motion of Councillors D Qvist and D Hayes That Traffic Committee note that the following matter was distributed to members by email on 28 September 2017 with members responding in favour of the event. That Traffic Committee endorse and recommend Council conduct the ‘Liberty from Violence Parade’ Special Event, organised by the Liberty From Violence Inc organisation, scheduled for Thursday 9 November, 2017 subject to the following conditions: a The event is conducted as per the times, location, conditions and circumstances that are indicated in the application documents b A certified Traffic Control Plan for the event is to be prepared and implemented, monitored and decommissioned by an accredited person c Responsibility for the provision of traffic control to facilitate this parade remains with the event organiser d No vehicular movements are to be permitted in the closed area of Baylis Street during the event unless the vehicles are associated with the parade to assist disabled people to participate in the event e Organisers and event participants immediately obey all directions from Police f Organisers and event participants obey all directions that may be given by Wagga Wagga City Council Officers g The organiser must produce a copy of a certificate of currency for a public liability insurance policy, to the minimum value of $20 million, endorsing Wagga Wagga City Council and NSW Roads and Maritime Services as interested parties in this event, to Wagga Wagga City Council not later than close of business on 3 November 2017 h Failure to comply with any and all of the above conditions will immediately void this approval

On the Motion of Councillors D Hayes and D Qvist That Traffic Committee note that the following matter was distributed to members by email on 21 September 2017 with members responding in favour of the recommendation.
That Traffic Committee endorse and recommend Council conduct the Remembrance Day Commemorative Service on Saturday 11 November 2017, as requested by the Wagga Wagga Branch of the RSL Sub-Branch, requiring the closure of Baylis Street between Tompson Street and Wollundry Lagoon and Morrow Street between O’Reilly Street and Tongaboo Lane, subject to the following conditions:
a A certified and approved Traffic Control plan to be implemented by authorised personnel prior to and throughout the event b No vehicular movement in the nominated areas during the event c Organisers and event participants obey all Police directions d Organisers and event participants obey any direction from a Wagga Wagga City Council Officer e No event participant is to occupy a position on a road that is outside of the closed area f Failure to comply with any condition immediately voids approval for the event and traffic regulation and restriction will apply from that time

On the Motion of Councillors D Qvist and D Hayes That Traffic Committee members note that the following matter was distributed to members by electronic means on 27 September 2017 with members responding in favour of the event. That NSW Police and Wagga Wagga City Council endorse the conduct of the Combined Riders of Wagga Wagga 2017 TOY RUN Parade Special Event, organised by the Ulysses Club Inc. scheduled for Saturday 2 December 2017, subject to the following conditions: a The event is conducted as per the times, location, conditions and circumstances that are indicated in the application documents b A certified Traffic Control Plan for the event is to be prepared and implemented, monitored and decommissioned by an accredited person c Organisers and event participants immediately obey all directions by Police d Organisers and event participants obey all directions that may be given by Wagga Wagga City Council Officers e Parade participants will be restricted to a speed of not greater than 15 km/h in Baylis Street f Failure to comply with any and all of the above conditions will immediately void this approval

On the Motion of Councillors D Hayes and D Qvist That Traffic Committee recommends Council endorse the following actions in Pine Gully Road at the intersection with Old Narrandera Road, facing south bound traffic: a Removal of the existing duplicated STOP sign b Replacing the duplicated STOP sign with duplicated ‘A’ size R1-2 GIVE WAY signs c Replace the hold line with a TB1 line

On the Motion of Councillors D Qvist and D Hayes That Traffic Committee endorse and recommend Council install parallel parking bay markings in Bolton Street in accordance with the provisions of Australian Standard 1742 Part 11 Section 7.1, with an aim of maximising the utilisation of space that is available for on-street vehicle parking.

On the Motion of Councillors D Hayes and D Qvist That Traffic Committee requests that Council does endorse the installation of a raised platform traffic calming device in Bardo Lane at the approach to Forsyth Street, immediately south of the southern road reserve alignment of Forsyth Street.

QUESTIONS WITH NOTICE
QWN-1 Fernleigh road treatment
Councillor Hayes raised concerns over vehicle movements in the Fernleigh Road Area near the Rules Club, in particular vehicles exiting the club carpark.
Bill Harvey provided advice that this matter has previously been dealt with by the Traffic Committee and is due to be remediated under the Blackspot Program in the near future. The information to be provided to Councillor Hayes.
QWN-2 DRIVEWAY ENTRY PAVILLION
Councillor Hayes raised concerns over the unused driveway next to the Pavillion Motel in Kincaid Street where motel guests try to enter the carpark. Bill Harvey advised that the matter is operational and not for the Traffic Committee. Councillor Hayes to discuss the matter with Council staff.
General Business
GB-1 QUEENS BATON RELAY
Bill Harvey advised the Committee that he will be forwarding the application and information on the Queens Baton Relay to members for their consideration, as the relay is being held on 28th January 2018, prior to the next meeting.
GB-2 UPDATED EVENT FORMS
Bill Harvey presented to the committee, a revised application for events being held on council roads. The intent is to make the process more streamlined for applicants and ensure all documentation is received. Committee members reviewed the documents and made some minor changes. Further development of the forms will be undertaken prior to implementation.
The Traffic Committee rose at 10am.
