RP-1          JOHN WOODMAN CLASSIC HANDICAP CYCLE RACE - ON-STREET EVENT

 

Recommendation:

                    On the Motion of Councillor D Hayes and P Peter

That Traffic Committee note that the following matter was distributed to members by email on 30 May 2018 with members responding in favour of the recommendation.

 

That Traffic Committee endorse the running of the Wagga Wagga to Albury  John Woodman Cycle Classic on Sunday 29 July 2018, starting in Holbrook Road, near the intersection with Deakin Avenue, subject to the following conditions:

 

a       the arrangements regarding route, timing and other issues that are set out in the application documents are adhered to

b       approval granted by the NSW Police under Section 115 of Road Transport Act 2013

c       all provisions of Road Transport Legislation are complied with

d       any reasonable direction given by a member of the New South Wales Police Force is to be promptly complied with

e       any reasonable direction that is given by an Officer of Wagga Wagga City Council is to be promptly complied with

f        the organiser must produce a copy of a certificate of currency for a public liability insurance policy, to the minimum value of $20 million, endorsing the City of Wagga Wagga and the NSW Roads and Maritime Services as interested parties in this event, to Wagga Wagga City Council not later than close of business on 20 July 2018

g       authorised Traffic Control Plans to be implemented, monitored and removed by a person who holds the appropriate level of ‘Traffic Control at Worksites’ certification

h       responsibility for supplying signs and authorised traffic controllers lays with the event organiser, with no obligation on Wagga Wagga City Council to assist with any form of traffic management for this event

i         the event being run in accordance with NSW Bicycle Federation rules

j         consent for this event being given by Greater Hume and Albury Councils

k       failure to comply with any and all of the above conditions will immediately void this approval

RP-2          LOST LANES - ON STREET EVENT

 

Recommendation:

                    On the Motion of P Peter and F Hoque

That Traffic Committee note that the following matter was distributed to members on 8 May 2018 with members responding in favour of the event.

That Traffic Committee endorse the conduct of a street festival, LOST LANES to be held in Cadell Place (and the eastern end of Crampton Street) Wagga Wagga, between Fitzmaurice Street and the Thirsty Crow, on Saturday 23 June 2018 subject to the following conditions:

a       a certified and approved Traffic Control plan that prevents ordinary traffic access to the area is to be implemented and maintained by appropriately authorised personnel prior to and throughout the event

b       there is to be no vehicular movement in the nominated areas during the event

c       organisers and event participants obey all Police directions

d       organisers and event participants obey any reasonable direction that is made by a Wagga Wagga City Council Officer in respect of the management of the road network

e       no event participant is to occupy a position on a road that is outside of the closed area

f        failure to comply with any condition immediately voids approval for the event and normal traffic regulation and restriction will apply from that time

RP-3          AVOCET DRIVE - INCREASE IN LENGTH OF NO STOPPING ZONE NEAR FRANKLIN DRIVE

 

Recommendation:

                    On the Motion of P Peter and S Turner

That Traffic Committee endorse the installation of a 20 metre length of NO STOPPING zone, using standard R5-400 series signs, on the southern side of Avocet Drive immediately west of the intersection with Franklin Drive.

RP-4          MORAN STREET AND HAWKES PLACE - EXTENSION OF THE NO STOPPING ZONE

 

Recommendation:

                    On the Motion of P Peter and F Hoque

That Traffic Committee endorse the installation of a 20 metre length of NO STOPPING zone on the western side of Moran Street, immediately north of the intersection with Hawkes Place, using standard R5-400 series signs with additional words and times denoting:

8am – 9.30am  

2.30pm – 4pm

RP-5          BOURKE STREET SERVICE ROAD - TRAFFIC CONTROLS FOR THE NORTHERN END OF THE ROAD THAT IS ON THE EAST SIDE OF BOURKE STREET

 

Recommendation:

                        On the Motion of S Turner and Councillor D Hayes

That Traffic Committee recommends that:

a       the R2-14(L) (Left turn only – symbolic) sign be removed from the intersection of McDonough Ave and the Bourke Street Service Road

b       the D4-1-1 unidirectional marker that is located on the western side of the Bourke Street Service Road, facing west bound traffic in McDonough Avenue, should be duplicated

c       the R2-2 (ONE WAY) signs be removed from the Bourke Street Service Road at the intersection with Spooner Avenue

d       the R2-4 (NO ENTRY) sign that is on Bourke Street Service Road at the intersection with Spooner Avenue be duplicated

RP-6          EDWARD STREET - EXTENSION OF THE NO STOPPING ZONES ON THE WESTERN SIDE OF THE INTERSECTION WITH MURRAY STREET

 

Recommendation:

                    On the Motion of F Hoque and Councillor D Hayes

That Traffic Committee recommends that the NO STOPPING zone on both the northern and southern sides of Edward Street, immediately west of the intersection with Murray Street, be increased in length by an additional 5 metres so that the zones are both 20 metres from the alignment of the western kerb of Murray Street.

RP-7          ESTELLA ROAD - UPGRADE OF SIGHT BOARD AT THE INTERSECTION WITH PINE GULLY ROAD

 

Recommendation:

                    On the Motion of S Turner and F Hoque

That Traffic Committee recommends that the sight board that is located on the western side of Pine Gully Road, immediately opposite the intersection with Estella Road, be removed and replaced with duplicated ‘A’ size D4-1-1 unidirectional markers.

RP-8          BOURKE STREET SERVICE ROAD - MOBILITY PARKING SCHEME SPACES NEAR MT AUSTIN PUBLIC SCHOOL

 

Recommendation:

                    On the Motion of P Peter and Councillor D Hayes

That Traffic Committee recommends that a 12 metre length of Mobility Parking Scheme (Disabled) parking space be established, using standard R5-1-3 series signs, on the western side of the Bourke Street Service Road, immediately north of the NO STOPPING zone that is associated with the marked pedestrian crossing outside of Mt Austin Public School, as per the diagram that is included in the report.

RP-9          FORSYTH STREET WEST OF MURRAY STREET - CORRECT SIGNS TO IMPLEMENT TIMED PARKING ZONE

 

Recommendation:

                    On the Motion of F Hoque and P Peter

That FORSYTH STREET WEST OF MURRAY STREET - CORRECT SIGNS TO IMPLEMENT TIMED PARKING ZONE deferred consideration and reported back to the Next Traffic Committee meeting.

RP-10        HAMPDEN AVENUE SERVICE ROAD - NO STOPPING ZONE WEST OF WILLIAM STREET

 

Recommendation:

                    On the Motion of F Hoque and S Turner

That Traffic Committee recommends the installation of NO STOPPING zones on both sides of Hampden Avenue Service Road immediately west of the intersection with William Street using standard R5-400 series signs, the zone on the southern side to be 40 metres long and the zone on the northern side to be 23 metres long, as depicted in the diagram that is contained in the report.

RP-11        HUTHWAITE STREET - DA18/0265 - KEEP CLEAR TRAFFIC CONTROL AT BOURKE STREET

 

Recommendation:

                    On the Motion of P Peter and F Hoque

That Traffic Committee notes that the following matter was distributed to members by electronic means on 19 June 2018 with members responding in favour of the following recommendations.

That Traffic Committee:

a       receives and notes the content of the Traffic Impact Assessment report that was prepared by Peter Meredith Consulting in respect of Development Application DA18/0265

b       recommends that:

i         the existing street tree that is on the western side of the driveway entry from Huthwaite Street to the new development at lots 13 and 14 be removed

ii        any replacement tree be planted off street so that it does not impact sight lines for drivers that are existing the driveway, and

iii       a KEEP CLEAR traffic control, as per the provisions of the Roads and Maritime Services instructions on Delineation, section 9.3.2, be installed on Huthwaite Street at the intersection with Bourke Street in the manner that is indicated by the diagram that is included in the report on this matter

RP-12        PLUNKETT DRIVE - NO STOPPING ZONE AT APPROACH TO GREGADO ROAD

 

Recommendation:

                    On the Motion of Councillor D Hayes and S Turner

That Traffic Committee recommends the installation of a 45 metre length of NO STOPPING zone, using R5-400 series signs, on the eastern side of Plunkett Drive at the southern end, as indicated in the diagram that is contained in the report.

RP-13        MORGAN STREET - MOBILITY PARKING SCHEME SPACES ASSOCIATED WITH ALL ABILITIES PLAYGROUND

 

Recommendation:

                    On the Motion of Councillor D Hayes and F Hoque

That Traffic Committee recommends the following changes to parking arrangements on the southern side of Morgan Street, between the intersection with Tarcutta Street and the Bolton Park car park entry:

a       the implementation of three Mobility Parking Scheme parallel spaces, that comply with the provisions of Australian Standard 2890.5 Section 4.5 and Figure 4.2, as per the diagram that is attached to the report

b       the spaces that are mentioned at point ‘a’ are to be sign posted using standard R5-1-3 series signs with no time limit applied

c       the implementation of a 12 metre length of untimed NO PARKING zone, using standard R5-40 series signs, immediately to the east of the spaces that are mentioned at point ‘a’, as per the diagram that is attached to the report

RP-14        BROOKONG AVENUE TIMED PARKING STRICTION - CORRECT SIGNAGE TO NOTIFY THE INTENTION OF THE ZONE TO DRIVERS

 

Recommendation:

                        On the Motion of F Hoque and P Peter

Traffic Committee recommends that Council use standard R5-1-1 series signs with the additional words

to implement a two-hour parking restriction over four parallel parking spaces on the northern side of Brookong Avenue immediately east of the intersection with Docker Street.

QUESTIONS/BUSINESS WITH NOTICE

 

 

QWN-1      Mr Fazlul Hoque from RMS raised a proposed speed zone change on Lockhart road at Belfrayden for a 500m length from 100km/h to 80km/h zone.

QWN-2      Acting Sargent Sue Turner raised concerns that vehicles are blocking Tamar Drive whilst waiting for gates to open into the school drop off and pick up zone on Tamar drive for Lutheran Primary School.
