Analysis:

This report is to provide an update on the following projects:

·     Wagga Wagga Major Overland Flow Flood (MOFF) Risk Management Study and Plan

·     Main City and North Wagga Levee Construction – Stage 1

·     Wagga Wagga Revised Floodplain Risk Management Study and Plan

·     Wagga Wagga Villages Floodplain Risk Management Study and Plan

Report

Project 1753 - Wagga Wagga Major Overland Flow Flood (MOFF) Risk Management Study and Plan

 

The initial community consultation closed on 20 July 2018. WMAwater and Council are currently reviewing the submissions. These submissions may contain information and ideas in regards to the flood mitigation options that could be suitable for the city.

 

The information that is received through the submissions will help Council to develop an overall floodplain risk management plan on overland flow flooding for the study area that addresses the existing, future and continuing flood problems.

 

Project 1793 – Main City and North Wagga Levee Construction – Stage 1

 

The downstream spillway has been completed, placement of topsoil has been finalized and the site cleaned and rubbish removed.

 

Stage 1 phase 2, construction of the upstream spillway has commenced with Burgess Earthmoving undertaking the work. It is anticipated that this phase will be completed by the end of December 2018.

 

The tender for Stage 2 has been released to the market for a period of eight weeks, Council has conducted a compulsory pre-tender site meeting.  The tender period closes at the end of August 2018. All offers will then be assessed and a preferred tenderer will be recommended to Council.

 

 

 

 

Project 2000 – Wagga Wagga Revised Floodplain Risk Management Study and Plan

 

Following the adoption of the Wagga Wagga Revised Floodplain Risk Management Study and Plan, Council staff are now working to finalise a schedule to deliver the actions of the Plan.

Potential additional funding options are being explored to assist with the implementation of the adopted actions in the Plan. The schedule will be updated as the actions are delivered as projects.

 

Project 18640 – Wagga Wagga Villages Floodplain Risk Management Study and Plan

 

The Request for Tender for the above project was released on 13 June 2018 and closed on 9 July 2018 with four submissions being received. Council is currently evaluating the submissions and it is anticipated that a report to award the contract will be provided to Council for their endorsement at the beginning of September 2018.

Policy and Legislation

The outcomes from the various studies will be very important in the terms of future amendments to the Council Local Environmental Plan and its Development Control Plan.

Risk Management Issues for Council

There is a risk that the cost to carry out these projects could be more than was originally estimated. Therefore, Council would need additional funds to complete the works. However, some contingency was built into all of the estimates to reduce this risk

Internal / External Consultation

The Office of Environment and Heritage have been heavily consulted throughout the process of planning and executing these projects.

NSW Emergency Management is the responsible funding body and receives quarterly status update reports.

NSW State Emergency Services and Bureau of Meteorology are consulted when required.

Each of these projects is managed using a project steering group made up of members from different areas of Council as per Councils project management methodology.

Council officers in various directorates are members of the project steering committees for each project.
