On the Motion of Mr F Hoque and Sgt S Bloomfield That Traffic Committee note that the following matter was distributed to members by way of electronic means on 27 July 2018 with members responding in favour of the event.
That Traffic Committee endorse road closures of Baylis, Morrow and Fitzmaurice Streets between 06:15 and 18:30 on Sunday 30 September 2018, to permit the conduct of the Gears and Beers cycling event and craft beer festival, subject to the following conditions:
a A certified Traffic Control Plan for the event to be implemented, monitored and decommissioned by an accredited person/s. b Organisers and event participants will obey all reasonable directions that are given by Police. c Organisers and event participants will obey all reasonable directions that are given by Wagga Wagga City Council Staff. d Organisers and event participants will obey all reasonable directions that are given by Coolamon Council Staff. e Organisers and event participants will obey all reasonable directions that are given by Junee Council Staff. f The organiser must produce a copy of a certificate of currency for a public liability insurance policy, to the minimum value of $20 million, endorsing the City of Wagga Wagga, Junee Council, Coolamon Council and the NSW Roads and Maritime Services as interested parties in this event, to Wagga Wagga City Council not later than close of business on 21 September 2018. g Organisers, marshals and participants are to take all possible actions to minimise the effect of the event on the non-event community, throughout the event. h All participants are to obey any reasonable direction/s that is given by event organisers and event marshals throughout the course of the event. i All participants are to be briefed verbally, on the course and emergency arrangements, prior to the commencement of the event. j All escorting vehicle drivers, event marshals and event participants will at all times obey the provisions of New South Wales Road Transport Legislation. k The event organisers should actively discourage participants in the event from racing with others and from riding recklessly or in a manner that causes danger to themselves or to others by briefing the participants before the start of the event and by any other means that are appropriate. l All marshals are to be thoroughly briefed, both verbally and in writing, as to the requirements of their position and the powers that they are permitted to exercise before the commencement of the event. m Each ride is to be accompanied by a lead vehicle, a following vehicle, a sag-wagon and an uplift vehicle. n Each of the lead vehicles, following vehicles and sag-wagons is to be fitted with a flashing amber lamp that operates at all time while the ride is on the open road network. o The lead vehicle and the following vehicle are to clearly display signs on the high point of the vehicle that are yellow background with black text that is at least 120mm in height with the words ‘CAUTION / CYCLE EVENT IN PROGRESS’. p All event marshals and vehicle drivers and other vehicle assistants must wear reflective vests that meet the requirements of Australian Standard 4602:1999. q The event organiser will appoint a First-Aid operator who will accompany each ride group. r Any participant who is unable to keep up with the group is to be picked up by the sag-wagon and uplift vehicles. s Any event participants who are unable to keep up with the ride group but refuses to be picked up by the sag-wagon and uplift vehicle will be deemed to no longer be taking part in the event. t Failure to comply with any and all of the above conditions will immediately void this approval. |

On the Motion of Sgt S Bloomfield and Councillor D Hayes That Traffic Committee note that the following matter was distributed to members by email on 27 August 2018, with members responding in favour of the recommendation. That Traffic Committee endorse the conduct of the ‘Town and Gown Parade’ On-Street Event, organised by Wagga Wagga City Council and Charles Sturt University, scheduled for 16 October 2018, subject to the following conditions: a The event is conducted as per the times, location, conditions and circumstances that are indicated in the application documents. b A certified Traffic Control Plan for the event is to be prepared and implemented, monitored and decommissioned by an accredited person. c No vehicular movements to be permitted in the closed area of Baylis Street during the event. d Organisers and event participants immediately obey all directions from Police. e Organisers and event participants obey all directions that may be given by Wagga Wagga City Council Officers. f Failure to comply with any and all of the above conditions will immediately void this approval. |

On the Motion of Mr F Hoque and Sgt S Bloomfield That Traffic Committee note that the following matter was distributed to members by email on 20 August 2018 with members responding in favour of the event.
That Traffic Committee endorse road closures of East Lake Drive, Lake Albert Road, Lakeside Drive, Kooringal Road, Plumpton Road, in Lake Albert and Kooringal, between 9:30am and 1pm on Sunday 23 September 2018, to permit the conduct of the Wagga Lake Run and Ride, subject to the following conditions:
a A certified Traffic Control Plan for the event to be implemented, monitored and decommissioned by an accredited person/s. b Organisers and event participants will obey all reasonable directions that are given by Police. c Organisers and event participants will obey all reasonable directions that are given by Wagga Wagga City Council Staff. d Organisers, marshals and participants are to minimise the effect of the event on the non-event community as far as possible, throughout the event. e All participants are to be briefed verbally, on the course and emergency arrangements, prior to the commencement of the event. f All participants are to obey any reasonable direction/s that is given by event organisers and event marshals throughout the course of the event. g All barricades that restrict access to roads are to be monitored by marshals. h The event organisers should actively discourage participants in the ‘Ride’ part of the event from racing with others and from riding recklessly or in a manner that causes danger to themselves or to others by briefing the participants before the start of the event and by what other means are appropriate. i All barricade marshals are to be thoroughly briefed, both verbally and in writing, as to the requirements of their position and the powers that they are permitted to exercise before the commencement of the event. j A copy of a Certificate of Currency of a public liability insurance policy, that notes Wagga Wagga City Council and the NSW Roads and Maritime Services as interested parties, to the minimum value of $20 million, to be produced to Wagga Wagga City Council not later than 14 September 2018. k Failure to comply with any and all of the above conditions will immediately void this approval. |

On the Motion of Councillor D Hayes and Sgt S Bloomfield That Traffic Committee members note that the following matter was distributed to members by email on 24 August 2018. That Traffic Committee endorse the conduct of the Riverina Truck Show and Kids Convoy on streets in Tarcutta Street, Cross Street and Morrow Street on 3 November 2018 subject to the following conditions: a The event is conducted between the times and dates that are mentioned in the application papers. b A certified Traffic Control Plan for the event is to be implemented, monitored and decommissioned by people with the appropriate ‘Traffic Control at Worksites’ accreditation. c Organisers and event participants will obey all reasonable directions that are given by Police. d Organisers and event participants will obey all reasonable directions that are given by Wagga Wagga City Council Staff. e Organisers, marshals and participants are to take all possible actions to minimise the effect of the event on the non-event community, throughout the event. f All participants are to obey any reasonable direction/s that is given by event organisers and event marshals throughout the course of the event. g Event participants are to obey the collective provisions of Road Transport Legislation at all times whilst participating in the event. h All event marshals and other assistants must wear reflective vests that meet the requirements of Australian Standard 4602:1999 when working in areas where they are near moving vehicles. i Event organisers must consult with the residents of Cross Street and Morrow Street who may be affected by temporary traffic control arrangements in those streets at least two weeks prior to the event and the traffic management plans should be explained. All efforts should be made to alleviate any serious concerns that are raised by those residents who are consulted. In the event that a solution to a problem cannot be found, the matter should be referred as soon as possible to Council Traffic Officers. j Failure to comply with any and all of the above conditions will immediately void this approval. |

On the Motion of Sgt D Qvist and Mr F Hoque Traffic Committee recommends implementation of the following controls on the western side of Dobney Avenue, at the curve opposite the intersection with Urana Street West: a installation of a 150 metre length of E1 edge line, as indicated in the diagram that is contained in the report b the use of R5-2 series signs to implement a 100 metre length of timed two-hour parking between driveways to number 77 Dobney Avenue, as indicated in the diagram that is contained in the report |

On the Motion of Sgt D Qvist and Mr F Hoque Traffic Committee does not recommend that an 11 metre long length of NO PARKING zone, using standard R5-40 series signs, on the southern side of Fernleigh Road, between the driveways to numbers 206 and 208. |

On the Motion of Sgt S Bloomfield and Mr F Hoque That Traffic Committee recommends the use of standard R5-2 series signs to implement a 37 metre length of two hour timed parking on the western side of Murray Street, between intersections with Forsyth Street and Morgan Street as depicted in the diagram that is attached to the report with the additional words 2P 8:30AM – 4PM MON – FRI 8:30AM – 12:30PM SAT |

QBWN-1 Parking congestion in Morgan Street near the RMS premises. Can the spare parking spaces inside the RMS premises be utilised by RMS staff for rotation to reduce parking congestion on Morgan Street?
