Councillor K Pascoe declared a Pecuniary Interest in RP-1 PROPOSED AMENDMENT 14 OF THE WAGGA WAGGA DEVELOPMENT CONTROL PLAN 2010 - SOLAR ACCESS, PRIVACY AND SETBACK CONTROLS the reason being that he has a vested interest in the R3 zone in Tarcutta Street and vacated the chamber during its consideration.

On the Motion of Councillors R Kendall and K Pascoe That Council: a note that the Crown Land Legislation Amendment Act 2017 has changed the process for closure of Council public roads b pursuant to Section 356 of the Local Government Act 1993, endorse the following proposed financial assistance to be placed on public exhibition for a period of 28 days from 13 October 2018 to 10 November 2018 and invite public submissions until 24 November 2018: Proposed Financial Assistance Council proposes to provide financial assistance to Malcolm and Kerrie Plum to the value of $1,460 being the difference between the 2017/18 and 2018/19 Road Closure Fee as the Plums were prevented from finalising their 2017/18 road closure application due to the instigation of a moratorium on the acceptance of new road closure applications by the NSW State Department of Industry – Lands & Water (Crown Lands) in April 2018 c receive a further report following the public exhibition and submission period: i addressing any submissions made in respect of the proposed financial assistance ii proposing approval of the provision of the financial assistance unless there are any recommended amendments deemed to be substantial and requiring a further public exhibition period iii propose the closure of part of the unformed Council public roads known as Burkinshaws Lane and McClures Lane under Part 4 Division 3 of the Roads Act 1993 iv proposing to delegate authority to the General Manager or their delegate to execute any necessary documents on behalf of Council v proposing authorisation for the affixing of Wagga Wagga City Council’s Common Seal to all relevant documents as required |

On the Motion of Councillors R Kendall and K Pascoe That Council: a endorse the inclusion of the following new information in Council’s Revenue and Pricing Policy 2018/19 and place on public exhibition for a period of 28 days from 13 October 2018 to 10 November 2018 and invite public submissions until 24 November 2018: Oasis Regional Aquatic Centre While Oasis fees have been set based on competitive market rates, and also on maximising visitation to the centres, from time to time a reduced pricing point may be offered up to a maximum of 50% of the approved price, and advertised to support a promotion aimed at increasing participation and / or attracting new customers. A reduced pricing point will require Management Approval. A discounted promotional pricing point will be offered for a specified period of time only and all promotional conditions will be advertised. b receive a further report following the exhibition and submission period: i addressing any submissions made in respect of the proposed amendments to Council’s Revenue and Pricing Policy 2018/19 ii proposing adoption of the fee description amendments unless there are any recommended amendments deemed to be substantial and requiring a further public exhibition period iii proposing approval of a delegation to the General Manager to authorise reduced pricing points |

QUESTIONS/BUSINESS WITH NOTICE
The following Questions / Business with Notice were raised with no further action required. 1. Councillor P Funnell requested an update on Council’s position on the Livestock Marketing Centre/Roads and Maritime Services weighbridge requirements. Councillor K Pascoe queried whether or not a private weighbridge can be used?
2. Councillor D Tout and the Mayor, Councillor G Conkey OAM acknowledged all Council staff for their involvement in the Spring Jam event held Saturday, 8 October 2018. It was a very successful event with an estimated 6,000 people turning up to the event.
3. The Mayor, Councillor G Conkey OAM passed on thanks to Council staff from the Gears and Beers Committee on a successfully run event.
4. The Mayor, Councillor G Conkey OAM attended the funeral of Mrs Kaye Lean today and sends his condolences to her husband Alan and family. The Mayor noted that Kaye was one of the founders of Country Hope and a remarkable member of this community. |
