On the Motion of Councillors D Hayes and A Brown Traffic Committee note that the following matter was distributed to members on 1 August 2019 with members responding in favour of the event.
Traffic Committee endorse the conduct of the Alpine Classic Rally event, on Saturday 19 and Sunday 20 October 2019 subject to the following conditions:
a All participating vehicles are registered for use on public roads b All drivers hold an appropriate class of licence that applies to the vehicle that they are driving and towing c All participants comply with the provisions of NSW Road Transport Legislation throughout the course of the event d There is no test of speed or skill that is undertaken on local roads and event participants do not overtake other participants unless exceptional circumstances occur e Drivers are to be thoroughly briefed on the nature and route of the event before the commencement on both days f The route should be surveyed not more than four hours before travel by participants is anticipated so that accurate briefing information can be relayed regarding any unexpected or unusual road conditions g Participants should be made aware before the event commences that safety of event participants and non-event road users is the primary aim for organisers in all circumstances |

On the Motion of Councillors A Brown and D Hayes Traffic Committee note that the following matter was distributed to members by way of electronic means on 26 July 2019 with members responding in favour of the event.
Traffic Committee endorse road closures of Baylis, Morrow and Fitzmaurice Streets between 06:00 and 19:00 on Sunday 6 October 2019, to permit the conduct of the Gears and Beers cycling event and craft beer festival, subject to the following conditions:
a A certified Traffic Control Plan for the event to be implemented, monitored and decommissioned by an accredited person/s. b Organisers and event participants will obey all reasonable directions that are given by Police. c Organisers and event participants will obey all reasonable directions that are given by Wagga Wagga City Council Staff. d Organisers and event participants will obey all reasonable directions that are given by Coolamon Council Staff. e Organisers and event participants will obey all reasonable directions that are given by Junee Council Staff. f The organiser must produce a copy of a certificate of currency for a public liability insurance policy, to the minimum value of $20 million, endorsing the City of Wagga Wagga, Junee Council, Coolamon Council and the NSW Roads and Maritime Services as interested parties in this event, to Wagga Wagga City Council not later than close of business on 21 September 2019. g Organisers, marshals and participants are to take all possible actions to minimise the effect of the event on the non-event community, throughout the event. h All participants are to obey any reasonable direction/s that is given by event organisers and event marshals throughout the course of the event. i All participants are to be briefed verbally, on the course and emergency arrangements, prior to the commencement of the event. j All escorting vehicle drivers, event marshals and event participants will at all times obey the provisions of New South Wales Road Transport Legislation. k The event organisers should actively discourage participants in the event from racing with others and from riding recklessly or in a manner that causes danger to themselves or to others by briefing the participants before the start of the event and by any other means that are appropriate. l All marshals are to be thoroughly briefed, both verbally and in writing, as to the requirements of their position and the powers that they are permitted to exercise before the commencement of the event. m Each ride is to be accompanied by a lead vehicle, a following vehicle, a sag-wagon and an uplift vehicle. n Each of the lead vehicles, following vehicles and sag-wagons is to be fitted with a flashing amber lamp that operates at all time while the ride is on the open road network. o The lead vehicle and the following vehicle are to clearly display signs on the high point of the vehicle that are yellow background with black text that is at least 120mm in height with the words ‘CAUTION / CYCLE EVENT IN PROGRESS’. p All event marshals and vehicle drivers and other vehicle assistants must wear reflective vests that meet the requirements of Australian Standard 4602:1999. q The event organiser will appoint a First-Aid operator who will accompany each ride group. r Any participant who is unable to keep up with the group is to be picked up by the sag-wagon and uplift vehicles. s Any event participants who are unable to keep up with the ride group but refuses to be picked up by the sag-wagon and uplift vehicle will be deemed to no longer be taking part in the event. t Failure to comply with any and all of the above conditions will immediately void this approval. |

On the Motion of Councillors F Hoque and D Hayes Traffic Committee note that the following matter was distributed to members on 8 August 2019 with members responding in favour of the event.
Traffic Committee endorse road closures of East Lake Drive, Lake Albert Road, Lakeside Drive, Kooringal Road, Plumpton Road, in Lake Albert and Kooringal, between 9:30am and 1pm on Sunday 29 September 2019, to permit the conduct of the Wagga Lake Run and Ride, subject to the following conditions:
a. A certified Traffic Control Plan for the event to be implemented, monitored and decommissioned by an accredited person/s. b Organisers and event participants will obey all reasonable directions that are given by Police. c Organisers and event participants will obey all reasonable directions that are given by Wagga Wagga City Council Staff. d Organisers, marshals, and participants are to minimise the effect of the event on the non-event community as far as possible, throughout the event. e All participants are to be briefed verbally, on the course and emergency arrangements, prior to the commencement of the event. f All participants are to obey any reasonable direction/s that is given by event organisers and event marshals throughout the course of the event. g All barricades that restrict access to roads are to be monitored by marshals. h The event organisers should actively discourage participants in the ‘Ride’ part of the event from racing with others and from riding recklessly or in a manner that causes danger to themselves or to others by briefing the participants before the start of the event and by what other means are appropriate. i All barricade marshals are to be thoroughly briefed, both verbally and in writing, as to the requirements of their position and the powers that they are permitted to exercise before the commencement of the event. j A copy of a Certificate of Currency of a public liability insurance policy, that notes Wagga Wagga City Council and the NSW Roads and Maritime Services as interested parties, to the minimum value of $20 million, is produced to Wagga Wagga City Council and remain current throughout the event. k Failure to comply with any and all of the above conditions will immediately void this approval. |
Points of discussion
· Concerns over the detours / road closures in previous years, that made it difficult for residents to access the starting area.
· Council Staff will contact event organisers to install a coreflute sign “Event Start ß” at the Kooringal Road / Vincent Road intersection, to reduce vehicles reaching the roundabout and having to u-turn back to Vincent Road.

On the Motion of Councillors D Hayes and A Brown Traffic Committee recommends the imposition of a restriction on through access by heavy vehicles along the length of Featherwood Road by installing R6-10-2 (NO TRUCKS) signs together with R9-221 plates with the words ‘VEHICLES OVER 4.5t GVM’ at both ends of the roads near the intersections with Springvale Drive in the east and Holbrook Road in the west. |

GENERAL BUSINESS
GB1 – HEAVY VEHICLE ACCESS APPLICATION
Craig Gibbons (Heavy Vehicle Access Co-ordinator – Transport NSW) attended the meeting to discuss an application that has been received. The application is for a vehicle (36.5m) carrying stock to access Bomen from Ladysmith. As the vehicle cannot cross Eunony Bridge, it will be required to use the Sturt Highway through Wagga.
The main concerns raised by those in attendance were:
· School Zones – Forest Hill and South Wagga Public
· Roundabout at BBQ’s Galore.
GB2 – MORGAN STREET / MURRAY STREET DEVELOPMENTS
Residents have expressed concerns both to Councillors and media outlets recently over the proposed development at Cnr Morgan and Murray Streets. Traffic numbers and flow is one issue in the area.
Action: Council staff to follow up on the hospital precinct traffic investigations and seek to extend the area to include Morgan/Murray Streets.
GB3 – Dunns Road
Nicola Gentle raised the ongoing issue of the speed limit on Dunn’s Road. Nicola has met with Council representatives Caroline Angel and Peter Ross to discuss the matter.
Council has been advised that the speed limit wouldn’t usually be lowered as it is a unsealed road, however consideration would be made due to concerns over driver behaviour and safety.
Action: Council will undertake specific community consultation prior to any speed zone reduction. Following community consultation, Council will submit a formal request to Roads and Maritime Services for review.
