On the Motion of Councillor D Hayes and P Braneley That Traffic Committee note that the following matter was distributed to members by email on 23 September 2019, with members responding in favour of the recommendation. That Traffic Committee endorse the conduct of the ‘Town and Gown Parade’ On-Street Event, organised by Wagga Wagga City Council and Charles Sturt University, scheduled for Wednesday 23 October 2019, subject to the following conditions: a The event is conducted as per the times, location, conditions and circumstances that are indicated in the application documents. b A certified Traffic Control Plan for the event is to be prepared and implemented, monitored and decommissioned by an accredited person. c No vehicular movements to be permitted in the closed area of Baylis Street during the event. d Organisers and event participants immediately obey all directions from Police. e Organisers and event participants obey all directions that may be given by Wagga Wagga City Council Officers. f Failure to comply with any and all of the above conditions will immediately void this approval. |

On the Motion of F Hoque and P Braneley That Traffic Committee note that the following matter was distributed to members on 1 October 2019 with members responding in favour of the event.
That Traffic Committee endorse the conduct of a multicultural street festival, FUSION19 to be held in Baylis Street Wagga Wagga, between the north side of Wollundry Lagoon and the intersection with Morrow Street and in Morrow Street between Baylis Street and Ivan Jack Drive on Saturday 19 October 2019 subject to the following conditions:
a A certified and approved Traffic Control plan that prevents ordinary traffic access to the area is to be implemented and maintained by appropriately authorised personnel prior to and throughout the event. b There is to be no vehicular movement in the nominated areas during the event once setup is complete. c Organisers and event participants obey all Police directions. d Organisers and event participants obey any reasonable direction that is made by a Wagga Wagga City Council Officer in respect of the management of the road network. e Closure of the section of Tongaboo Lane that is nominated in the traffic control plan diagram is to be managed by authorised traffic controllers located at both ends of the closed section. f No event participant is to occupy a position on a road that is outside of the closed area. g The Event Organiser is to notify emergency services and public transport providers of the road closures. h Failure to comply with any condition immediately voids approval for the event and normal traffic regulation and restriction will apply from that time. |
Points of discussion
· Transport for NSW (TfNSW) to advise if signs can be attached to either side of the black backing plate that surrounds the lighted circle signals.
· TfNSW advised that the minimum height that signs can be attached to the traffic signal poles is 1.5 metres from ground level to the bottom of any sign.
· Size of the trees that are between the traffic control light signals and approaching drivers.
Points of discussion
· Ensure the impacted businesses in Fitzmaurice Street are consulted on the removal of the car spaces and bus stop changes prior to installation
· Council staff to request from Busabout their agreement to the removal of the Johnson Street bus stop
· Council staff to contact Busabout for a full review of all the city bus zones, and whether they are utilised and/or still required.

On the Motion of Councillor D Hayes and F Hoque Traffic Committee recommends the installation of a length of one hour restricted parking, using standard R5-1-1 series signs, on the western side of Moorong Street at the front of properties at numbers 29 and 31 as per the diagram that is contained in the following report. |
Points of discussion
The only property owner / occupier who will be directly affected by this change is the person who asked for the change to be made.

On the Motion of F Hoque and Councillor D Hayes Traffic Committee recommends that: a The following report in respect of the proposed development at 11 Sturt Street, be received and noted. b The advice be given that shared zones are under the exclusive authority of Transport for NSW, not Council. c The use be made of textured road seal on Cadel Place adjacent to the development d Speed cushions or similar device be installed at the north-west corner of the development and at the mid-point along the western side of the building in Cadel Place d The developer should be asked to address the specific issue of sight distance towards the west for drivers who will be leaving the building’s driveway into Sturt Street when angle-parked vehicles are standing at the norther kerb adjacent to the driveway. e The installation of a narrow raised median in Sturt Street between Tarcutta Street and the development driveway entry point; to ensure that drivers who are turning right into the development do so in the correct turning alignment. |

On the Motion of Councillors D Hayes and P Braneley Traffic Committee endorse the following meeting dates for 2020: a 12 March 2020 b 14 May 2020 c 9 July 2020 d 12 November 2020 e due to Council elections being held in September 2020, and the possibility of a new Councillor being elected to the Traffic Committee, no meeting will be scheduled for September. |
QUESTIONS WITHOUT NOTICE
QWN-1 pARKING ALONG STURT HIGHWAY, BETWEEN BEST & FOX STS
Transport for NSW (TfNSW)have received a complaint from a resident regarding current signage and parking. An investigation to be undertaken and a report to be bought back to March 2020 meeting.
QWN-2 driver behaviour in panorama / wilks ave area
TfNSW have received a complaint from a resident regarding driver behaviour. Resident was advised that if they had concerns regarding speeding and behaviour to contact the Police who would monitor the area. The resident was also advised that any request for attention by a mobile speed camera unit must be made through the Centre for Road Safety.
QWN-3 PEDESTRIAN ACCESS – RED HILL ROAD / KOORINGAL ROAD ROUNDABOUT
TfNSW have received a resident complaint regarding pedestrian access crossing the roundabout at Red Hill / Plumpton / Kooringal Roads. The resident has children riding their bikes to school, and have great difficulty crossing at peak times. The aspect that was of most concern is the speed of vehicles as they approach the roundabout.
Council have previously been advised by TfNSW that the speed limit along the entire length of Red Hill Road was to be investigated, but no correspondence has been received to date.
QWN-4 henwood avenue – follow up
Council staff to follow up and advise the Committee whether the new NO STOPPING signs have been installed in Henwood Avenue.
Further to this, Councillor Dan Hayes has been contacted by a neighbouring resident, outlining their concerns about traffic speed and their ability to safely reverse vehicles from their driveway. Discussions will be held with Council Staff.
