Summary:

Council sought approval from the NSW Government for additional funding to expand the North Wagga Wagga flood feasibility study to consider significant flood events up to and including a 1 in 100-year flood event.

 

The Minister for Energy and Environment has advised that grant funding cannot be allocated for feasibility studies for options that have not been recommended through the Floodplain Risk Management Study Plan (FRMSP).

 

 

 

Recommendation

That the Floodplain Risk Management Advisory Committee:

a       receives and note this report

b       receives and note the correspondence with the Office of the Hon. Matthew Kean, Minister for Energy and Environment

c        discusses and agrees an approach for recommendations to Council

 

Report

On 7 January 2020, General Manager Peter Thompson wrote to the Hon. Matthew Kean, Minister for Energy and Environment requesting additional funding to expand the feasibility study for a 1 in 20 (5% AEP) levee to include consideration of more significant events up to and including a 1 in 100 (1% AEP) event. The correspondence acknowledged that while this request was a departure from the usual process, it was necessitated to provide the North Wagga Wagga community a forum in which to have a greater voice in matters relating to flood protection.

 

Community residents, represented by the North Wagga Wagga Residents’ Association, have expressed a lack of confidence in the consultation process and the findings in the final Plan, namely that it recommends studies into a 1 in 20 levee, rather than their preferred 1 in 100 levee.

 

Wagga Wagga City Council has engaged the Centre for International Economics (CIE) to complete the North Wagga Wagga feasibility study. The study will investigate the two preferred recommendations from the revised Floodplain Risk Management Study and Plan 2018 (‘the Plan’) alongside a third recommendation added via Council Resolution.

 

A response was received from the Minister’s Office on 17 February 2020. The response advises that under the ‘floodplain management program guidelines grant funding cannot be allocated to undertake feasibility studies for options that have not been recommended through the FRMSP process.’

 

Committee members are invited to provide comment on this report and attached correspondence and agree an approach for recommendations to Council.

The North Wagga Wagga community were consulted during the preparation of the Floodplain Risk Management Study and Plan 2018. The Minister for Energy and Environment was consulted in relation to expanding the feasibility study, hence the accompanying correspondence to this report.

Summary:

This report provides an update on the Wagga Wagga Overland Flow Flood (MOFF) Risk Management Study and Plan

 

 

 

Recommendation

That the Floodplain Risk Management Advisory Committee:

a       receives and notes the draft report

b       notes that representatives from WMAwater are attending the meeting to present project updates

 

Report

At its February 2020 meeting, the Committee proposed to schedule a workshop in to discuss the draft MOFF report. WMAwater has provided a draft report – Report 05: Lake Albert Enhanced Flow and Flood Mitigation Options – for Committee members’ consideration. A copy of this draft report was provided to members via email on 6 March 2020.

b       receives the presentation provided by the CIE on the proposed communication plan for the Feasibility Study Flood Mitigation, North Wagga Wagga project

 

Report

Representatives from the CIE team are attending the meeting to present their draft communication plan – Community and Stakeholder Engagement Plan (Attachment 1).
