Summary:

The attached draft scope of works for the Peer Review of the Wagga Wagga Murrumbidgee River Risk Management Study and Plan is provided for review and input by committee members before seeking requests for quotation

 

 

Recommendation

That the Committee:

a       receive and note the attached draft scope of works

b       provide feedback and input on the draft scope of works

 

Report

Council formally adopted the Wagga Wagga Revised Murrumbidgee River Floodplain Risk Management Study and Plan (FRMSP) in March 2018. The FRMSP considered a range of flood mitigation options for the community of North Wagga Wagga, with the following recommendations being endorsed:

 

·    Undertake a feasibility study to investigate North Wagga Wagga levee upgrade to 5% AEP level of protection including upgrade to Hampden Avenue to equivalent level (as embankment and conveyance improvements through Wilks Park) (Option L4B in Table 1 of Study), in conjunction with

·    Feasibility study to investigate a voluntary house raising and voluntary purchase scheme in Wagga Wagga study area (Option PR1 in Table 1 of Study).

 

Representatives from the North Wagga Wagga community have expressed concern that the FRMSP did not properly consider the range of the flood mitigation options that might be pursued in North Wagga Wagga. In particular, it has been communicated that a flood protection levee to protect the North Wagga Wagga community from events of a greater impact than a 5% AEP flood event was not recommended in the study and that this conclusion was wrong.

 

To address these concerns, Council (through the Committee) is seeking an independent high-level review of the procedure and analysis undertaken in the completion of the FRMSP.

 

Specifically, Council is seeking to determine if the approach to the consideration of flood mitigation options for North Wagga Wagga in the FRMSP was flawed or otherwise produced an outcome that is not supported by the flooding characteristics of North Wagga Wagga and the goals and objectives of the NSW Government Flood Prone Land Policy framework.

 

In general terms, the review is to determine if there is cause to reasonably conclude that a flood protection levee to protect North Wagga from an event greater than a 5% AEP flood, should be considered as part of the feasibility study process now being undertaken.

 

Should additional flood mitigation options be identified that are outside the recommendations of the original study and resolution of Council they are to be documented accordingly, for further investigation and consideration by the Committee.

RP-2               DRAFT RESPONSE LETTER – NORTH WAGGA WAGGA RESIDENTS ASSOCIATION

Summary:

This report provides an update on correspondence with the North Wagga Wagga Residents’ Association and seeks the Committee’s support to defer a detailed response until after completion of the review project

 

 

Recommendation

That the Floodplain Risk Management Advisory Committee:

a       receive and note the contents of this report

b       receive and note the interim letter of response to the North Wagga Wagga Residents’ Association

c        agree to defer a detailed response to the Residents’ Association until after a peer review of the FRMSP is complete

 

Report

At its February 2020 FRMAC meeting, correspondence from the North Wagga Wagga Residents’ Association was tabled.

 

The Committee requested that Council staff draft a response letter to be provided at the April meeting. Due the COVID-19 pandemic and Public Health Order restrictions, the April FRMAC meeting was cancelled.

 

Council staff recommend deferring a detailed response to the Residents’ Association letter of 25 January 2020 (and subsequent communications) until after the high-level review of the procedure and analysis undertaken in the Floodplain Risk Management Study and Plan is complete. This will allow all matters raised by the Residents’ Association to be addressed in one response.

 

An interim response letter has been drafted and is attached for the Committee’s reference.
