Recommendation

RP-1          FARRER ROAD - CONTROL DEVICES AFTER UPGRADE

 

Recommendation:

                        On the Motion of Councillor D Hayes and S Bloomfield

Traffic Committee recommends that:

a       the control devices that are displayed in the attached diagrams (pages 43 to 48 (inclusive) of Farrer Road final design drawings) be adopted, with the exception of the NO STOPPING zone, which is to be between Boorooma Street and Sturrock Drive only

b       Council staff further investigate the NO STOPPING zone for the section from Sturrock Drive east to Coolamon Road

c       the two bus bays that are located at chainage CH234 and CH1450 be controlled by installing R5-20 series BUS ZONE  signs over the full length of both indented bays to prevent the facilities from being used for any unintended purpose

d       the lengths of C3-R unbroken yellow coloured edge lines on both sides of the road over much of its length, that are intended to convey notification of a length of NO STOPPING zone as per the requirements of Road Rules 2014 Regulation 169, be supported by the installation of R5-400 series NO STOPPING signs that are displayed at intervals of not greater than 50 metres and in accordance with recommendations a and  b (above)

RP-2          PETER STREET - MOBILITY PARKING SCHEME SPACES

 

Recommendation:

Traffic Committee recommends that two contiguous and compliant Mobility Parking Scheme spaces be established in the southern block of Peter Street, between Edward Street and Morgan Street, using standard R5-1-3 series signs.

RP-3          TOLLAND CYCLING CLUB - WEEKLY RACE MEETINGS 2020-2021

 

Recommendation:

                        On the Motion of Councillor S Bloomfield and K Boulton

That Traffic Committee note that the following matter was distributed to members by email on 15 June 2020 with members responding in favour of the event.

That Traffic Committee endorses the conduct of a weekly bicycle race club meeting on a course along Uranquinty Cross Road between Uranquinty and The Rock-Collingullie Road, subject to the following conditions:

a       The arrangements regarding route, timing and other issues that are set out in the application documents are adhered to,

b       All provisions of Road Transport Legislation are complied with.

c       Approval pursuant to section 115 of the Road Transport Act, 2013 being given by the Commissioner of Police or his delegated officer.

d       Any direction given by a member of the NSW Police that is pursuant to Road Transport Legislation or Work Health and Safety Legislation is to be promptly complied with.

e       Any reasonable direction that is given by an Officer of Wagga Wagga City Council is to be promptly complied with.

f        Authorised Traffic Control Plans to be implemented, monitored and removed by a person who holds the appropriate level of ‘Traffic Control at Worksites’ accreditation.

g       Racing should not commence or should immediately cease in the event that sight distance, due to weather or other conditions, does not render an adult person wearing dark clothing clearly visible at a distance of 200 metres.

h       Responsibility for sourcing signs, barriers and witches hats, required for implementation of the traffic control plans, lays with Tolland Cycling Club,

i         Production of a copy of the renewed public liability insurance certificate of currency to Wagga Wagga City Council after the current policy expires on 1 January 2021, before any further racing is undertaken,

j         The race is to be run in accordance with NSW Bicycle Federation rules,

k       Failure to comply with any of these conditions will immediately void approval for the event.

RP-4          FLINDERS STREET PARK PARKING

 

Traffic Committee determined to defer consideration of  the matter to 10  September 2020 pending consultation with Council’s Parks and Strategic Operations team regarding hours and access requirements.


 

RP-5          KYEAMBA AVENUE LADYSMITH - BUS ZONE

 

Recommendation:

                        On the Motion of Councillor D Hayes and S Bloomfield

Traffic Committee recommends the installation of a bus zone on the western kerb of Kyeamba avenue, associated with the current bus shelter, utilising R5-20 BUS ZONE signs denoting times and words 7.30 – 9am/SCHOOL DAYS and additionally on the eastern kerb of Kyeamba avenue, associated with the formed concrete pad, R5-20 BUS ZONE signs denoting times and words 3pm – 4.30pm/SCHOOL DAYS.

Traffic Committee recommends that:

 a      a detailed design for indented bus bays on both sides of Lake Albert Road, south of the intersection with Railway Street, be prepared and introduced to the first available meeting of Traffic Committee for consideration and recommendation

b       a report is prepared to Council as soon as possible regarding a temporary solution

Recommendation:

Traffic Committee recommends that the STOP sign control in Pine Gully Road at the intersection with Old Narrandera Road be changed to a GIVE WAY control by removing the existing R1-1 STOP signs and replacing the plates with duplicated ‘B’ size R1-2 GIVE WAY signs.

Recommendation:

                        On the Motion of Councillor D Hayes and K  Boulton

That the Traffic Committee endorse the installation of R5-40 series NO
STOPPING signs with the extra words 10PM-6AM on the eastern kerb of Sydney street, between Bent street and Centenary avenue, Tarcutta and on the western kerb of Sydney street between the angled parking bays and the northern kerb of the rest area.
