Summary:

The purpose of this report is to provide the Crime Prevention Working Group (CPWG) with an update on agreed actions from the meeting held on 21 September 2020.

The following advice is provided to the CPWG on the items recorded in the minutes for action from the meeting held 21 September 2020.

 

Investigate the Attorney General’s funding program for the Crime Prevention Plan

The NSW Department of Communities and Justice (DCJ) provided written advice on 20 October 2020 to Council that the application for funding to employ a Crime Prevention Project Officer has not yet been determined. The purpose of this funding is to support the development of a Wagga Wagga Community Safety Action Plan 2025 which will replace the Wagga Wagga Crime Prevention Plan 2021.

 

Subcommittee update on survey development on Community Perception of Safety

Following two subcommittee scheduled meetings not proceeding, Council staff commenced a review of community perception surveys developed by other Council’s. The purpose was to gain insight into best practice in community perception surveys and to gain insight into community perceptions of safety and crime. A draft survey was distributed to the Crime Prevention Working Group’s subcommittee on 27 October 2020 for review. This Community Safety Action Survey will form part of the community consultation piece to gain insight into community priorities and perspectives around safety and crime and to assist Council in the development of the Community Safety Action Plan 2025.

 

New Street service launched in Wagga Wagga

In February 2020 NSW Health expanded the footprint of New Street Services into Wagga Wagga. The service commenced full operation in August / September 2020, after a slow start due to COVID-19.  New Street Services provides therapeutic services for children and young people aged 10 to 17 years who have engaged in harmful sexual behaviours towards others, and their families and caregivers. New Street Services work with the young person to assist them to understand, acknowledge, take responsibility for and cease the harmful sexual behaviour.


 

Pedestrian walkway review update

Council at its Ordinary meeting on the 26 October 2020 resolved

 

On the Motion of Councillors T Koschel and R Kendall

 

That Council:

a       receive and note the report

b       endorse the recommendations contained in this report

c        note the expenditure allocations from Council’s operational budget 20/21 as detailed in the financial implications of the report

A copy of the report was distributed to the Crime Prevention Working Group members prior to the Council meeting taking place. The report was developed based on Wagga Wagga Pedestrian Walkway Review Report (PWR). The PWR report included Crime Prevention Through Environmental Design Principles (CPTED) to assess and treat pedestrian walkways. The pedestrian walkways reviewed for the report included:

 

·  Walla Place, Glenfield Park

·  Yungana Place, Glenfield Park

·  Banderra Ave, Glenfield Park

·  Lusher Avenue, Turvey Park

 

The report made recommendations for treatment of the above listed walkways following CPTED audits completed by Council officers and officers from Riverina Police District in August 2020. Following recommendations from the police, further Community Safety Audits (CSA) were conducted on Lusher Avenue and Yungana Place in September 2020. A CSA includes a daytime and night-time onsite community meeting where community members are invited to discuss their concerns for a site. All in attendance are invited to write their thoughts and recommendations down in a report.

Residents provided seven written responses for Yungana Place, all recommending closure. Nine written responses were provided by residents in Lusher Avenue with three clearly recommending closure, two recommending treatments or closure and the remaining four recommending improvements to lighting at night both in the laneway and the street and increased security.

 

Prior to the Council meeting taking place all residents, living in the four locations, received a letter advising that the audits had taken place and that the recommendations would be tabled in a report to go before Council on 26 October 2020. Further letters will be distributed advising residents of treatments that will be applied in their neighbourhoods and expected timelines.
