RP-1 Approval for Short-Stay Parking at 133 Peter Street, Wagga Wagga for DA20/0774

That Council note the Traffic Committee’s approval to change three 2P parking spaces in front of 133 Peter Street, Wagga Wagga to 10 minute short-stay parking between the hours 7:30am to 9:30am and 3:30pm to 6pm Weekdays. |
Report
Background
Upon consideration of a report from Council staff recommending the approval of the Development Application (DA20/0774) at its Ordinary Meeting on 22 March 2021, Wagga Wagga City Council resolved (20/0167) as follows:
That Council defer DA20/0774 for Change of Use to Centre Based childcare facility at 133 Peter Street, Wagga Wagga to allow further consultation with the applicant in relation to parking considerations
Through that consultation, the applicant has prepared the attached documentation addressing the issue of parking, which includes a proposal to provide 10‐minute timed parking along the site frontage to Peter Street, between the hours of 7:30‐9:30am and 3:30‐6pm from Monday to Friday.
Subsequently, Wagga Wagga City Council at its Ordinary Meeting on 26 April 2021 resolved (21/111) as follows:
That Council approve DA20/0774 for Change of Use to Centre Based childcare facility (60 places) including associated alterations and additions, signage, landscaping and boundary fencing at 133 Peter Street, Wagga Wagga NSW 2650 subject to the conditions outlined in the Section 4.15 Assessment Report.
Condition C.5 of the determination is:
Prior to the release of the Construction Certificate a plan shall be submitted to and approved by the General Manager or delegate, that identifies three parking spaces to be assigned as short-stay (ten minutes) spaces and associated signs adjacent to the front entry into the centre. This plan is required to be referred to and approved by the Local Traffic Committee before it is approved as these works incorporate a prescribed traffic control device.
Comment
Restricted 2P parallel parking already exists in front of 133 Peter Street and bays are defined with marked “T”s and “L”’s.
Ten-minute parking is a control in Table 3.2 of AS1742.11-2016 “Manual of uniform traffic control devices.”
It is therefore recommended that three timed parking bays in front of 133 Peter Street, Wagga Wagga be changed to 10 minutes duration utilising R5-14 series signs denoting P 10 mins 730AM -930AM, 330PM-6pm MON - FRI as depicted in the following diagram.

That Council or its authorised delegate approve the conduct of the Butch Menz Memorial Road Cycling Race on Lockhart Road (MR59) and Collingullie – The Rock Road (MR543) on 27 June 2021. |
Report
Background
This is an annual event which has been conducted successfully for a number of years by the Wagga Cycling Club. The race is conducted over a course of 70 kilometres along MR 543 with the start and finish point at the Crossroads Hotel at Collingullie on MR59.
Comment
The race crosses the LGA boundary with the Lockhart Shire and this approval only relates to road use within the Wagga Wagga LGA. The applicant has made separate application to the Lockhart Shire.
The following documents have been received which meet all the requirements for the approval of this event.

· Current Certificate of Insurance nominating WWCC and TfNSW as interested parties
· Cycling NSW COVID19 safety plan
A conditional letter of approval has been forwarded to the Wagga Cycling Club.

The purpose of this report is to adequately manage risks that are associated with an on-street event on behalf of Council.

Wagga Gold Cup
This event will be conducted on Friday 7 May 2021 at the Murrumbidgee Turf Club historically attracts crowds of up to and in excess of 10,000 patrons. As a result, the event attracts a significant increase in traffic on the roads adjoining the racecourse in particular, Travers Street, Kincaid Street and Slocum Street and connecting lanes/roads.
A comprehensive Traffic Management Plan with accompanying Traffic Control Plans have been produced to safely and efficiently manage traffic impacted by the event. Affected residents and businesses in Slocum Street and Kincaid Street have been advised personally and in writing about the temporary traffic controls which may impact them.
National Rugby League game – Canberra Raiders v Newcastle Knights
To be conducted at the Equex Exhibition Centre on Saturday 8 May 2021with approximately 7,000 spectators expected to attend via pre-sale of tickets under COVID19 policy. The event will impact traffic movements on Kooringal Road, Copland Street and some connecting roads.
A comprehensive Traffic Management Plan with accompanying Traffic Control Plan have been produced to safely and efficiently manage traffic impacted by the event.

The purpose of this report is to adequately manage risks that are associated with an on-street event on behalf of Council.
Internal / External Consultation
Consultation was undertaken with the event organiser, the applicant and internal Wagga Wagga City Council stakeholders.
