The meeting of the Floodplain Risk Management Advisory Committee commenced at 8:34am.

Brian Mahony requested that the following points be noted in the minutes to ensure they were addressed as part of any future operational and technical plans.
Point 1 In regard to upgrading the Churches Plain Road(CPR) levee as covered in Flood Modification Measure UL01 (VOFFS report 8.4.1.1 pages 107-113). In raising the CPR levee the recommended 0.6m above the existing level, it is requested that particular attention be given to the potential breach point where the levee crosses the Churches plain road. This could involve constructing a permanent causeway (capital works project?) as discussed with local members and council representatives.
Point 2 It was noted and agreed in previous meetings that some form of a permanent pumping system be investigated for location at the Morgan and King street cross drainage points in the event of coincident overland and creek flooding events. This is particularly pertinent when there is a combination of blocked drains and over loaded internal drainage flow paths. The proposal that the SES should own and maintain a collection of mobile pumps for use in flood events (VOFFS report 8.4.1.7 page 130 and 8.2.1.5 page 101 Tarcutta) is problematic.
Point 3 Consideration should be given to conducting an investigation of cross drainage upgrades including the effect of recent developments in the relevant townships (as detailed in VOFFS report 9.1.3 page 139 and Appendix D page 139). While it is noted in 9.1.3 ‘that all proposed measures will be tabulated along with the options outlined in the flood study for discussion with council’, it is believed the above issue of cross drainage in conjunction with recent town development be given particular weight. It is proposed that the increased runoff generated from recent
development is now diverted from the eastern side of Uranquinty to the western side, be directed in a new channel/drain along Yarragundry Street to Sandy Creek in the vicinity of the intersection of Uranquinty Cross Road and Baker Street.
Point 4 On the issue of freeboard assessment I concede that there is enough information in the VOFFS report.
Councillor Rod Kendall: It is all about safety and to adopt the freeboard, planners needs something to work with and to make a decision on, as long as it adopted as resolution to be clear and upfront, somewhere along the line the decision makers need to make a very clear decision, was 300 mm when they meet back in May.

Peter Thompson provided an update on the Flood Risk Management Study and Plan Peer Review, advising that there were a number of statements in the report that required review. The final document is expected to be provided to Wagga Wagga City Council on 16 July 2021, after which it will be circulated to the Committee.
The Floodplain Risk Management Advisory Committee rose at 9:06am.
