The meeting of the Traffic Committee commenced at 9:20am.

RP-1          Tarcutta street - KEEP CLEAR

 

Recommendation

That Council install KEEP CLEAR pavement markings on Tarcutta street adjacent to the entry/exit driveway to the Wagga Wagga Police Station.

RP-2          Proposed intersection - Byrnes road Bomen

 

Recommendation

That Council approve the installation of regulatory traffic facilities on Byrnes Road, Bomen for Development Application Number 13/0219.02 as detailed on MJM Project Number 120341 Sheet C7 Issue E dated August 2022.

 

COMMENT

·         Contact MJM and seek confirmation that the embankment on the eastern side of Byrnes road would be removed. The letter states “it is anticipated”

 

·         TfNSW requested that the SISD be re-assessed at a speed of 90km/h due to the location and speed of vehicles likely travelling in excess of the 80km/h speed limit

 

·         TfNSW stated that due to the intersection being a terminating street, the GIVE WAY sign was not required. It was agreed by the committee that Council could approve installation of a GIVE WAY sign over and above the standard in the interests of improved visibility and safety

RP-3          NO PARKING - Urana street

 

Recommendation

That Council install an 18 metre length of NO PARKING zone on the southern side of Urana street across the driveway entry to the Wagga Veterinary Hospital utilising 2 x R40 signs installed five metres either side of the driveway.

RP-4          Kincaid street - Centre of road parking

 

Officer Recommendation

That the Local Traffic Committee endorse the installation of regulatory signs for the centre-of-road parking arrangement in Kincaid Street between Fitzmaurice Street and Trail Street as detailed on Council Plan Registration C1970 Sheet Number 004 Issue O dated 3 August 2022.

 

COMMENT

·         Not supported by TfNSW and Police due to not meeting AS 2890.5. Referenced previous LTC recommendation from November 2017. Recommended re-investigate configuration that meets AS 2890.5 E.G. Centre of road angled parking (45 degrees) with bump stops, one way in and out

 

·         Committee noted already approved by Council in March 2020 and although the current recommendation was to endorse signs and road markings, TfNSW and Police had not been formerly notified of Council’s resolution in 2020 which was contrary to the LTC recommendation of 2017

 

·         Committee supported centre of road parking but not in its current form.  An alternate recommendation would be considered after investigation and presentation of an alternative concept that meets the required standard

RP-5          RED HILL ROAD LINE MARKING ADJACENT TO JUBILEE PARK

 

Officer Recommendation

That the Local Traffic Committee endorse the installation of road markings on Red Hill Road between Bourke Street and Glenfield Drive as detailed on Council Plan Registration Number C2159 Sheet Number 003 Issue 5 dated 1 September 2022.

BUSINESS ARISING

 

1.    TRAFFIC LIGHTS AT JOHNSON STREET EAST BOUND TRAFFIC (SCAT) NOT SENSING CORRECTLY. TFNSW  advised that the matter was reported to the Traffic Signals Branch which will investigate.

 

2.    ESTELLA PUBLIC SCHOOL – PRINCIPAL (TRACY DELANEY), GREG MINEHAN AND FRANK GOODYER ARE MEETING NEXT WEEK TO DISCUSS TRAFFIC MOVEMENTS AND DRIVER BEHAVIOUR AT SCHOOL DROP OFF AND PICK-UP AND ASSOCIATED SAFETY ISSUES.
