Reports from Staff

RP-2          RESPONSE TO NOTICE OF MOTION - FEASIBILITY OF A SAILBOAT DOCK AND LIFTING CRANE FACILITY AT LAKE ALBERT

A MOTION was moved by Councillor R Foley and Councillor G Davies

That Council:

a           note this proposal is not conditional on the Sailing Club's endorsement; the original Notice of Motion never sought their exclusive consent

b           note the Sailing Club is "not averse to the concept" and has raised no objection to this proposal, only questions on funding and siting

c           note the report's objection relates to a different, earlier design; this proposal has not been assessed

d           note BIDS (open) and the Growing Regions Program (opening soon) are identified but unpursued funding pathways

e           note the original Notice sought options for Council's own decision, and this report instead recommends closing the matter without that choice

f            note Council's obligations under the Disability Discrimination Act 1992 (Cth) to provide non-discriminatory access, not addressed in this report

g           direct staff to undertake a site, options and grant-pathway assessment within existing budgets, with universal access mandatory

h           require that assessment to consult all listed stakeholders and quantify tourism/visitation benefit

i            receive a further report before any decision on construction

j            note this does not commit Council to construction

An AMENDMENT was moved by Councillor A Parkins and seconded by Councillor L Tanner

That Council:

a       note the potential benefits and constraints associated with a proposed sailboat dock and lifting crane facility at Lake Albert

b       note the estimated cost and number of staff hours required to complete a feasibility study

c        not proceed with the feasibility study at this time due to the anticipated unbudgeted cost

The AMENDMENT on being put to the meeting was CARRIED and became the MOTION.
