Report
Council continues to support Inland Rail (IR), a major nationally significant project with the strategic ability to link producers, farmers and businesses to national and global markets; supplementing and reducing our reliance on road freight, generating new opportunities for industries in our region and the City of Wagga Wagga.
To ensure the best interests of the community of Wagga Wagga are represented, Council has undertaken a critical review of the IR Albury to Illabo (A2I) Environmental Impact Statement (EIS), as prepared by the project proponent the Australian Rail Track Corporation Limited (ARTC). Through this review process, identified issues and gaps are documented for submission.
The review of the A2I EIS revealed several areas where the impacts of construction and operation have not been adequately assessed nor addressed. The attached submission serves to highlight these items of concern and raises concerns, which Council seeks further assessment.
Based on a review of the A2I EIS, Council believes the impacts of IR, mainly operational, have potential to trigger significant adverse impacts on the community of Wagga Wagga, local businesses and services.
Council believe it is essential to correctly assess and address all impacts of IR (instantaneous and developing) at this stage of the project, as there is no recourse for additional expenditure once IR has been completed. Council wishes to eliminate the risk, that the city of Wagga Wagga be left with adverse impacts with no avenues for rectification available from any level of government.

Council is in receipt of six applications for the second round of the 2022/23 Major Events, Festivals and Films Sponsorship Program. This funding is available to support events held from 20 July 2022 to 30 June 2023.
To ensure the availability of Councillors to resolve on each application, taking into account conflicts of interest, Council staff have reported separately on each of the applications. This report is one of five reports presented to this Council meeting for consideration, noting a sixth application was received however was subsequently withdrawn on 8 September 2022.
These applications have been assessed by the Major Events Advisory Panel (the Panel) in line with the Major Events, Festivals and Films Sponsorship guidelines.
The Panel Members were:

The event is strongly aligned to the history, character, and culture of the city. The organiser has successfully developed and delivered other events of this nature. The event aligns to the eligibility criteria to attract regional and state media exposure. However, the Panel noted this application does not demonstrate the potential for long-term sustainability as this is a one-off event and therefore recommends partial funding support and recommends an increase in ticket price to cover any additional costs. |

Breakfast with the Stars & Races | Sunday 2 April 2023 (to be confirmed TBC)
Breakfast with the Stars & Races is an initiative of Murrumbidgee Turf Club with the aim to celebrate the 150th anniversary of the Wagga Wagga Gold Cup and to drive excitement for Country NSW's biggest racing carnival.
Breakfast with the Stars & Races will take place at one of the Murrumbidgee Turf Clubs’ annual race day events in April 2023. The ticketed event will showcase an open panel discussion with racing insiders including high profile trainers, jockeys, and ambassadors of racing.
The cocktail style breakfast event is designed to promote the 150th anniversary of the Wagga Wagga Gold Cup through a question-and-answer session on the history of the cup. The event will be showcasing the cups’ importance to Wagga Wagga, highlight the fashion and millinery over the 150 years and generate excitement.
Breakfast with the Stars & Races will offer barista coffee and tea leading into a high energy race day for the entire community to enjoy. The model encourages families to attend and enjoy children’s entertainment and activities, a live band, and great racing.
The Murrumbidgee Turf Club has demonstrated an extensive track record of organising and hosting events with a calendar of over twenty-five race meetings per year hosting 35,000 patrons. Event summary for Breakfast with the Stars & Races includes:
· Date: Sunday 2 April 2023, TBC
· Expected attendance: 1,000
· Visitors (from outside of Local Government Area): 40%
· Program duration: 1 day
· Proposed venue: Murrumbidgee Turf Club
· Programming: Cocktail style breakfast event celebrating the 150th anniversary of the Wagga Wagga Gold Cup with an open panel discussion with high profile trainers, jockeys, and ambassadors of racing.
· Total income: $32,600 (does not include Council’s funds)

· Based on Tourism Research Australia Data, the event will generate visitor spend of $30,000 for day visitors and $105,600 for overnight visitation
The applicant is seeking $10,000 in funding from Council’s Major Events, Festivals and Films Sponsorship for the event. They have indicated they are reliant on this funding to proceed with the event. If successful in securing funding the applicant will acknowledge Council’s support through logo placement on all marketing material and on-the-day signage, and promotion through media opportunities.
The Panel has assessed this application against the Major Events, Festival and Films Sponsorship Guidelines for Incubator Events and recommends this event receives partial funding of $6,000.
The Panel’s assessment and recommendation is summarised as follows:
· The benefits and value of this project scored well in terms of aligning to the history, character and culture of the city, management, and ongoing benefit to business
· The event organiser has successfully developed and delivered other events of this nature
· The event aligns to the funding criteria to attract regional and state media exposure
· The Panel noted the cost to attend the event is low and encourages the event organiser to increase the ticket price to cover the shortfall of funds required to delivery this event
· The application did not demonstrate the potential for long-term sustainability as this is a one-off event

Risk management will be addressed as part of any future sponsorship agreement, with terms and conditions ensuring events are managed in a COVID-19 safe framework based on the current Public Health Order in place at the time. A staged payment schedule based on event planning and delivery milestones will also be implemented to mitigate against non-delivery of event with each applicant.

The event aligns strongly to Council’s Cultural Plan 2020-2030 objectives to create a vibrant city centre and support the development and presentation of local creative works. Over 40% of the event budget was requested which is beyond the acceptable limit of the funding guidelines. The Panel recommends partial funding to support this event to adhere to funding guidelines. The applicant has indicated they will seek further funding from other sources prior to the event taking place to cover the expenditure shortfall.

Fitz Fest Wagga Wagga | Saturday 20 May 2023
The 2022 event created a platform for 70+ local musicians to showcase their original work to event patrons. The 2021 and 2022 Fitz Fest events were sponsored by Wagga Wagga City Council to the amount of $34,500. These events have provided work for local musicians and local business generating social and economic benefits for our community. Event summary for Fitz Fest 2023 includes:
· Date: Saturday 20 May 2023
· Expected attendance: 4,000+
· Visitors (from outside of Local Government Area): 12.5%
· Program duration: (12hrs) one day
· Venue: Fitzmaurice Street precinct, indoor and outdoor venues
· Programming: 75+ musicians expected at 10 local venues
· Total event income: $10,100 (does not include council funds)
· Total event cost: $45,725
· Profit: -$15,625
· Total amount requested: $20,000
· Based on Tourism Research Australia Data, the event will generate visitor spend of $60,000 for day visitors and $34,050 for overnight visitation
The funding requested will be used to pay for artist fees, event promotion, event management and curation, production fees, insurance and equipment hire. If successful in securing the requested funding the applicant will acknowledge Council’s funding support through logo placement on promotional collateral and media releases.
The Panel has assessed this application against the Major Events, Festival and Films Sponsorship Guidelines for Developing Events and recommends this event receives partial funding of $11,946. The Panel’s assessment and recommendation is summarised as follows:
· Over 40% of the event budget was requested which is beyond the allowable limit of 40% or lower as outlined in the funding guidelines. For this event a limit of $18,290 can be awarded based on the event cost of $45,725. Therefore, partial funding is recommended to support this event which is in adherence with funding guidelines
· The event is in its development phase and is considered to have potential in terms of both community and business benefit
· The applicant has demonstrated strong collaboration with local creatives and business
· The event aligns strongly to Council’s Cultural Plan 2020-2030 objectives to create a vibrant city centre and support the development and presentation of local creative works
· The application shows a loss of $15,625. The applicant has indicated they will secure funding from other sources prior to the event in order to cover this shortfall.

Report
Council is in receipt of six applications for the second round of the 2022/23 Major Events, Festivals and Films Sponsorship Program. This funding is available to support events held from 20 July 2022 to 30 June 2023.
To ensure the availability of Councillors to resolve on each application, taking into account conflicts of interest, Council staff have reported separately on each of the applications. This report is three of five reports presented to this Council meeting for consideration, noting a sixth application was received however was subsequently withdrawn on 8 September 2022.
These applications have been assessed by the Major Events Advisory Panel (the Panel) in line with the Major Events, Festivals and Films Sponsorship guidelines.
The Panel Members were:

· The Tourism and Economic Development Officer, Lockhart Shire Council

application scored highly against the community benefit criteria, however the
Panel noted that the applicant did not include a strategy for future growth
and continued development which is required for the Flagship Funding

Event Details
Wagga Mardi Gras Festival | Friday 10 – Sunday 12 March 2023
In March 2019 the inaugural Wagga Wagga Mardi Gras Festival was held with the aim of raising the visibility of the lesbian, gay, bisexual, transgender, queer, and intersex communities in the Riverina. Wagga Wagga City Council sponsored the event to the amount of $15,000 with the event organiser reporting estimates of 10,000 attendees participating at the Mardi Gras parade.
In 2020 Council sponsored the second Wagga Wagga Mardi Gras Festival to the amount of $20,000. Due to circumstances outside the reasonable control of HC Events Pty Ltd the Mardi Gras event was cancelled the day before the event was due to be held with the onset of COVID-19 pandemic. The 2021 Mardi Gras event was not held due to the COVID-19 pandemic. In 2022 Council sponsored the third Wagga Wagga Mardi Gras Festival to the amount of $15,000 with the event organiser reporting estimates of 7,500 – 9,500 attendees participating at the Mardi Gras parade. Event summary for the 2023 Wagga Mardi Gras Festival includes:
· Date: Friday 10 – Sunday 12 March 2023
· Expected attendance: 5000
· Visitors (from outside of Local Government Area): 40%
· Program Duration: 3 days
· Proposed venue: Baylis Street and Victory Memorial Gardens
· Programming:
o Friday 10 March – XXX Drag Show
o Saturday 11 March – Parade and Festival
o Sunday 12 March – Rainbow Recovery Market
· Total income: $62,432 (not including council funds)
· Total event cost: $77,990
· Profit: -$15,558
· Total amount requested: $20,000
· Based on Tourism Research Australia Data, the event will generate visitor spend of $150,000 for day visitors and $340,500 for overnight visitation
The event organiser is working with local businesses to secure sponsorship for the festival and has confirmed that these sponsorship requests are in negotiation and currently embargoed. The event is forecasted to make a profit of $4,442 in 2023 with funds being reinvested into the 2024 event.
The applicant has requested $60,000 in funding over three years from Council’s Major Events, Festivals and Films Sponsorship through the Flagship Event stream. They have indicated that if their application is unsuccessful the event will still proceed. If successful in securing the requested funding the applicant will acknowledge Council’s funding through logo placement on all marketing material and promotions through media opportunities. The Panel has assessed this application against the Major Events, Festival and Films Sponsorship Guidelines for Flagship Events and recommends this event receives partial funding of $15,500 for one year as follows:
· The event aligns to the City of Wagga Wagga’s vision to be a connected and inclusive community, creating long term legacy for the community
· The event aligns to the major tourism event category defined in the Events Strategy and Action Plan 2020-24 attracting significant attendee numbers, economic benefit, and generation of national media exposure.
· The application
scored highly against the community benefit criteria, however it was noted that
the applicant did not include a strategy for future growth and continued
development which is required for the Flagship Funding criteria.
For this reason, the Panel recommends the partial funding amount of $15,500 be
approved for this event for one year only encouraging the applicant to reapply
next year for Flagship Funding for a further two years if the applicant submits
a strategic plan identifying the future growth plans for this event.

Event Details
Wings Over Wagga Wagga | Saturday 15 – Sunday 16 April 2023
Wings Over Wagga Wagga is a major air show weekend targeted at families and aircraft enthusiasts. The event will take place over two days at the Wagga Wagga Airport. On the Saturday a fly-in for private and recreational flyers is planned to view aircrafts on display and to watch the practice run for the Sunday event. Sunday will be the main event with a major four-hour air display open to the public.
The family friendly public event on will also showcase static aircraft displays and motor vehicles with food, beverages and rides available. The event organisers are anticipating 6,000 to 10,000 people will be in attendance across the weekend. The event organisers has demonstrated strong community commitment in their application.

Event Details
The Flow Festival | Saturday 8 October 2022
The Flow Festival is a music festival held annually at the Wagga Wagga Boat Club on the grounds of Bosley Park. This year’s event is planned for 8 October 2022 and will showcase eight artists & regional bands from the Riverina to perform on the main stage. The festival works with local food vendors as well as the Wagga Boat Club to run a bar and restaurant service on the day.
The applicant has requested $10,000 in the Major Events, Festivals and Films Sponsorship as an Incubator Event. The Panel has assessed the application against the Sponsorship Guidelines and note the following:
· The event has been running since 2019 with three executed events completed, however made a submission through the Incubator Event funding stream which is for new innovative events that are in their first or second year of delivery only.
· This application contained inconsistent information.
· The event organiser has indicated that they would be able to proceed without receiving any funding and it will make a profit.
· The Panel encourages this applicant to reapply in future rounds of the Major Event, Festival and Films Sponsorship funding through the Developing Events stream and encourages the applicant to contact staff prior to submission to seek support through the funding application process.

Risk management will be addressed as part of any future sponsorship agreement, with terms and conditions ensuring events are managed in a COVID-19 safe framework based on the current Public Health Order in place at the time. A staged payment schedule based on event planning and delivery milestones will also be implemented to mitigate against non-delivery of event with each applicant.

This report is for Council to consider information presented on the 2022/23 budget and Long-Term Financial Plan, and details Council’s external investments and performance as at 31 August 2022. |

That Council: a approve the proposed 2022/23 budget variations for the month ended 31 August 2022 and note the balanced budget position as presented in this report b approve the proposed budget variations to the 2022/23 Long Term Financial Plan Capital Works Program including future year timing adjustments and new projects c note the Responsible Accounting Officer’s reports, in accordance with the Local Government (General) Regulation 2005 (Part 9 Division 3: Clause 203) that the financial position of Council is satisfactory having regard to the original estimates of income and expenditure and the recommendations made above d note the details of the external investments as at 31 August 2022 in accordance with section 625 of the Local Government Act 1993 e accept the funding offer of $609,138 from Transport for NSW for the Get NSW Active Program |
Wagga Wagga City Council (Council) forecasts a balanced budget position as at 31 August 2022.
The balanced budget position excludes the Wagga Wagga Airport estimated deficit result for the financial year – as previously reported to Council, any Airport deficit result will be sanctioned, and funded in the interim by General Purpose Revenue (via the Internal Loans Reserve). The deficit results will be accounted for as a liability in the Airport’s end of financial year statements and paid back to General Purpose Revenue (Internal Loans Reserve) by the Airport in future financial years.
Proposed budget variations including adjustments to the capital works program are detailed in this report for Council’s consideration and adoption.
Council has experienced a positive monthly investment performance for the month of August when compared to budget ($220,571 up on the monthly budget). This is mainly due to a positive movement in the principal value for Council’s floating rate notes as at 31 August 2022.
Key Performance Indicators

OPERATING INCOME
Total operating income is 17% of approved budget and is trending slightly above budget for the month of August 2022. An adjustment has been made to reflect the levy of rates that occurred at the start of the financial year. Excluding this adjustment, operating income received is 67% when compared to budget.
OPERATING EXPENSES
Total operating expenditure is 18% of approved budget so it is tracking slightly over budget at this stage of the financial year. This is due to the payment of annual one-off expenses such as rates and insurance.
CAPITAL INCOME
Total capital income is 0% of approved budget. It is important to note that the actual income from capital is influenced by the timing of the receipt of capital grants and contributions in relation to expenditure incurred on the projects. This income also includes the sale of property, plant and equipment.
CAPITAL EXPENDITURE
Total capital
expenditure including commitments is 15% of approved budget with some purchase
orders being raised for the full contract amounts for multi-year projects.
Excluding commitments, the total expenditure is 2% when compared to the
approved budget.

As per Resolution 22/013 RP-7 Response to Notice of Motion – Shade Sails Over Playgrounds at the Ordinary Council Meeting Monday 22 August 2022, it is proposed to allocate funding for the next six (6) financial years inclusive of 2022/23 for the installation of two shade sails per year over Local Major, Suburban or Regional Playgrounds. It is proposed for Council Officers to secure grant funding for the shade sails. If in the event grant funding cannot be secured, staff will report to Council with the funds to be allocated from an available Reserve. Council has been successful in securing Transport for NSW (TfNSW) funding under the Get NSW Active program to allow for detailed design of the proposed Active Travel Plan Stage 3 links. The proposed links to be designed include: - Tolland Shopping Centre – Bourke Street Crossing - Ashmont Avenue – Men’s Shed to Murray Street - Edward Street West Shared Path – Bagley Drive to Travers Street - Exhibition Centre – MPS to Hammond Avenue - Plumpton Road – Redhill Road to Gregadoo Road - Wetlands Bridge – Connection from Northern Suburbs over the Murrumbidgee River This funding is for detailed design and costing to be completed which will allow for further grant applications for construction (subject to individual business cases being completed). It is proposed to fund Council’s required portion of $196K from the S7.11 Reserve where funds have been identified within the Council Infrastructure Contribution Plan for the purposes of delivering Shared Path Infrastructure. Council staff have been advised that the 2022/23 NSW State Public Library funding for the Library Subsidy will be $189K and Local Priority funding will be $57K, totalling $246K. These additional funds above the original budget of $172K will be utilised to support the implementation of the Wagga Wagga City Library review and the new standalone service. This will include the purchase of furniture, technology and program materials to support the final stages of the recent library refurbishment and the outreach program requirements of the new Agile Service in village halls and community centres. Council’s investment portfolio is dominated by Term Deposits, equating to approximately 49% of the portfolio across a broad range of counterparties. Cash equates to 19%, with Floating Rate Notes (FRNs) around 21%, fixed rate bonds around 10% and growth funds around 1% of the portfolio.

Council’s investment portfolio is well diversified in complying assets across the entire credit spectrum. It is also well diversified from a rating perspective. Credit quality is diversified and is predominately invested amongst the investment grade Authorised Deposit-Taking Institutions (ADIs) (being BBB- or higher), with a smaller allocation to unrated ADIs.

Monthly Investment Performance
Interest/growth/capital gains/(losses) for the month totalled $352,522, which compares favourably with the budget for the period of $131,951 - outperforming budget for the month by $220,571.
Council’s outperformance to budget for August was mainly due to a positive movement in the principal value of its floating rate note portfolio. During the month, the principal value of Council’s floating rate note portfolio rose by $65,883 (or 0.17%).

Over the past year, Council’s investment portfolio has returned 1.38%, outperforming the AusBond Bank Bill index by 1.01%.

* The AusBond Bank Bill Index is the leading benchmark for the Australian fixed income market. It is interpolated from the RBA Cash rate, 1 month and 3-month Bank Bill Swap rates.

Report
Council’s Investment Policy provides a framework for Council officers who have been delegated by the General Manager to invest Council funds. The Policy ensures that adequate controls are in place to ensure Council’s investments are managed appropriately, in order to maximise the return to Council in accordance with the risk appetite of Council.
A review of the Investment Policy has been undertaken with input from Council’s independent investment advisor, Imperium Markets. In undertaking this review, Imperium Markets and Council officers took into consideration the general economic and market conditions as well as the ongoing impacts of the COVID-19 pandemic.
Following this review, it was determined that there is only one minor amendment proposed to the Investment Horizon limits included in the Policy. It is proposed to change the following limit:
· Short term funds (3-12 months) – reduce the minimum allocation from 10.0% to 5.0%
The reasoning for this adjustment is that Council tends to hold sufficient cash (working capital funds – 0-3 months) in its on call accounts and reducing the minimum allocation for Short term funds (3-12 months) will allow Council to further maximise its investment returns by allowing additional funds to be investments across the investment horizon.
If significant economic or market conditions are experienced, section 1.9 Review procedures allows for a further review of this Policy. If this is to occur, Council officers will undertake a review in consultation with Council’s independent investment advisor.
The Policy was provided to the 18 August 2022 Audit, Risk and Improvement Committee meeting seeking feedback. The resolution from that meeting was:

b recommend Council adopt the reviewed Investment Policy (POL 075) noting the minor changes
To allow community feedback on the Policy, it is recommended that the Policy be placed on public exhibition for the period 20 September 2022 to 17 October 2022 and invite public submissions until 31 October 2022.
Financial Implications
The content of the Investment Policy determines what types of investments and terms are allowable and its content outlines the framework Council officers can work within in making investment decisions. The role of Council officers responsible for managing Council’s investment portfolio is to maximise investment revenue earned, whilst adhering to the Investment Policy.
Council’s portfolio balance was $191.29M at 31 August 2022 with budgeted investment income for the 2022/23 financial year of $1.58M.

In accordance with established practice, Council Meetings are generally scheduled for the second and fourth Monday of each month, which is also proposed to continue.
As reflected in the resolution it is proposed to cancel the Ordinary Meeting of Council on 24 October 2022, as five councillors (four (4) on behalf of Wagga Wagga City Council and one (1) on behalf of Riverina Water County Council), in addition to the General Manager, will be at the LGNSW Conference. The Conference program includes evening commitments. However, a late October 2022 meeting date is required to approve the signing of the Financial Statements for lodgement to the Office of Local Government NSW by 5.00pm on 31 October 2022 (following the Audit, Risk and Improvement Committee meeting on 6 October 2022). Therefore, it is proposed to change the meeting on 10 October 2022 to 17 October 2022 and cancel the meeting on 24 October 2022.
The Code of Meeting Practice includes the ability for Councillors (and staff) to attend meetings remotely.
Outlined below are the proposed Ordinary Council Meeting dates for the period January to December 2023, based on the second and fourth Monday of the month, with a number of exceptions as noted below.
The meeting date proposed for December 2023 lessens the gap between the December and January meeting dates, with January typically being the period of increased staff absence due to planned leave, with a consequent smaller agenda anticipated. The December date proposed also accommodates the legislative requirements for the investment portfolio reporting.
The Corporate Calendar current at this point in time has been checked for any conflicting commitments and any overlapping conference dates (noting some, such as the LGNSW and NGA, only have tentative dates for 2023) are noted below.

Key dates to note are:
· Dates take into consideration Public Holidays, NSW School holidays and the finalisation and consideration of the Financial Statements, within legislated timeframes.
· Commencement time for Council Meetings is generally 6.00pm.
· Monday, 17 April 2023 falls within the Easter school holidays.
· The National General Assembly has a tentative date of 18 to 21 June 2023.
· The Water Management Conference 2023 will clash with 26 June 2023 meeting. However, this is typically only attended by one or two Councillors (one attending for Riverina Water Country Council). Remote attendance at the Ordinary Meeting of Council may be an option.
· LGNSW Conference has tentative dates of 12 to 13 November 2023.
· One meeting is proposed for December 2023 to accommodate the Christmas break.
Financial Implications
There are costs involved in conducting Council meetings, including the livestreaming of the Council meetings which requires certain equipment and services. Council has an annual budget allocation to conduct the livestreaming of all Council meetings, which is provided by an external contractor.

The following Questions with Notice were raised at the Ordinary Council Meeting on 5 September 2022.

Councillor D Hayes requested information in relation to the marveloo, which is currently located at Equex. In particular, addressing the following: · Is the marveloo located behind a fence and cannot be accessed? · Where will the marveloo be located while not being utilised for events? · What feedback have Council taken from users about its regular home, with suggestions that the Botanic Gardens may be a better spot? · Will it be used for Spring Jam and Fusion at Botanic Gardens? |

The Marveloo unit is temporarily located at the McDonalds Park site and has been used for Canberra Raiders NRL matches and at other events and sites, such as the Junior State Cup Touch Carnival. It was moved to McDonalds Park because it was no longer required at Bolton Park, as there is a permanent laydown facility available at the new amenities block which is now in operation.
Staff attended a recent meeting with members of the Wagga Access Reference Group. This group identified the Botanic Gardens site as the preferred location to be the Marveloo’s regular home. Staff are currently identifying the appropriate location for the Marveloo at the Botanic Gardens and preparing costings associated with the site preparation required which includes the installation of a cement slab for the unit to be craned onto along with any electrical, pathway and plumbing works required. Associated project costs will be considered as part of this year’s business planning process
Staff are currently investigating if it is possible to temporarily relocate the Marveloo to the Botanic Gardens to be utilised at the upcoming 2022 Spring Jam and FUSION festivals. |

When large scale events are being held at Pomingalarna promotion of these events is via Council’s social media pages and Council News. Posts would generally be published in the week leading up to the event that detailed the event, the time and any closures. |

A report on strategic road priorities for the northern area is currently being prepared, in response to an earlier Notice of Motion. This report will consider matters including traffic modelling, growth timing, development application coordination and pavement conditions. The Strategy & Projects Directorate will need to prioritise survey, design, and project management based around these factors. |

Wagga Wagga City Council Road Funding – State and Federal Funding
Wagga Wagga City Council receives road funding annually from both the State and Federal Governments. The average amount received by Wagga Wagga City Council over the last three (3) financial years totals $7.7 million annually: · State Government Road funding to Wagga Wagga City Council - $2.2 million annually (Regional Roads Block Grant) · Federal Government Road funding to Wagga Wagga City Council - $5.5 million annually (Financial Assistance Grant and Roads to Recovery Grant)
Fuel Excises
All petrol and diesel fuel purchased at the bowser has a fuel excise tax levied by the Australian Government. The payment of fuel excise tax is the contribution that motorists make to the development and maintenance of the road transport system.
The fuel excise tax rate is 44.2 cents per litre (cpl) (with the rate currently halved (22.1 cpl) for a six (6) month period, which ends 29 September 2022).
Fuel excise income received goes into the Federal Government’s general revenue, which is then drawn upon to fund the nation’s transport infrastructure.
Recently published Australian Government Budget papers estimate Australian motorists pay $49.3 billion in net fuel excise over a four-year period up to 2023/24, annualised at $12-$13 billion.
Wagga Wagga City Council State and Federal Road funding as a comparison to road network % nationally
Wagga Wagga City Council manages 2,322 kilometres of road network, which equates to 0.26% of Australia’s total estimated 877,651 kilometres of road network.
With Wagga City Council receiving $7.7 million annually in roads funding from State and Federal Governments and comparing this to the $12-13 billon raised nationally in fuel excise tax, Wagga City Council receives only 0.06% of this funding. |
