Report
Council approved DA 20/0323 on the 14 January 2021. The development application was for a 195 Lot residential subdivision in five stages. The development is located on parent Lot 1403 DP 1262802 which is shown following.
Stage 1 of the development comprised of 56 lots including the connection of Lacebark Drive onto Elizabeth Avenue. The following condition of consent was imposed requiring the design of the intersection to be submitted prior to the release of the Construction Certificate for Stage 1.
C.5 Prior to the issue of a Construction Certificate for stage 1, plan of the proposed intersection of Elizabeth Avenue with Lacebark Drive shall be approved by Council, that have a T junction intersection with Elizabeth Avenue and shall be designed with a channelised right turn (short) facility in accordance with AUSTROADS standards for south bound traffic on Elizabeth Avenue and auxiliary left turn facilities for north bound traffic in Elizabeth Avenue and east bound traffic in Lacebark Drive. Where the site constraints deem it necessary the layout of the intersection design may need to be modified in consultation with Council.
The Stage 1 works including the construction of the intersection were approved under Construction Certificate CC21/0208. Drawing Number 20W020-C13 of the approved plans was the signs and line marking plan for the new intersection with Elizabeth Avenue. The drawing is attached.
The intersection was completed in February 2023. Photos of the completed intersection are attached.

The intersection design was referred to Council’s Design and Subdivision divisions for review during assessment of the Construction Certificate.

RP-2 Mortimer Place - Road Markings

Report
The Mortimer Place Signage and Line Marking plan was considered by the Local Traffic Committee at its meeting on the 1 December 2022. The committee recommended:
That the Council endorse the proposal to install signs and road markings on Mortimer Place and Chaston Street, as detailed on Council Plan Registration Number C2164 Sheet Number 003 Issue 3 dated 24 August 2022.
Council subsequently endorsed this recommendation at is Ordinary Meeting on 27 February 2023.
Since the adoption of the Signs and Line Marking plan at this intersection, Council has received feedback from The Fast Lane Drive Thru Coffee as follows:
“One thing I'd like to say, from my perspective is that, I feel drivers coming into Fast Lane, after this upgrade, won't be able to "tuck in" and line up neatly out of the way, around the corner any more. They'll be stuck out in the middle of Chaston Street, trying to get into the right lane and turning lane, blocking both Mortimer Place and Chaston Street a lot more.
The way it is now, everyone knows, for the most part, where to line up "out of the way" of Mortimer Street traffic, and to let everyone co-exist with polite understanding.
I am worried this upgrade, will force traffic to line up more in the way of turning traffic.
Especially, for example Finemores trucks - they can sneak by easily most days now, as it is, as everyone let's them pass.
In the future, they'll need to sit right in the middle of Chaston Street, waiting for a gap to turn right, and then the long trucks will be squeezing up the far left lane to get past.
I think leaving it as is now, just with less parking on our western side, and a few better road markings etc, would be easier for everyone already aware of how the line up "works".. Along with a "keep clear" section out the front of the mechanics, to allow them room to get vehicles in and out.

Council officers have observed Finemores trucks sitting in Chaston Street waiting to turn right because traffic is queued in Mortimer Place waiting to get into The Fast Lane Drive Thru Coffee.
To minimise queuing of traffic in Chaston Street, it is important that the 2 lanes for south bound traffic entering into Mortimer Place are clear to allow heavy vehicles to be able to turn in and proceed unobstructed.
It is for this reason that the “Keep Clear” has been relocated to the inner lane on approach to the right turning lane into The Fast Lane Drive Thru Coffee as shown on the attached plan. The outer lane is sign posted with “No Stopping”. Therefore, the 2 lanes for south bound traffic entering into Mortimer Place should always be clear to allow heavy vehicles to be able to turn in and proceed unobstructed.
If drivers are not obeying the road rules, then the “No Stopping” and “Keep Clear” are regulatory controls and can be enforced.
However, before any enforcement occurs, it is suggested that contact be made with The Fast Lane Drive Thru Coffee to assist in informing their customers by way of a flyer that they hand out and have posted at their facility of the new signage and line marking arrangement and what it means for regular users of the facility, in particular that queuing of traffic in the 2 south bound lanes of Mortimer Place outside of the right turn lane is illegal and will be enforced if not complied with.
Council will also reinforce with the owner of The Fast Lane Drive Thru Coffee the expectation of complying with conditions of consent, in particular:
46. Consent is granted for the drive through service of food and beverages only. Service shall not occur to patrons not in vehicles without a subsequent application being approved by Council

47. No trailers are permitted on the site or within the drive-thru facility

Risk Management Issues for Council
There are no significant risk issues for Council in adopting the report. The intent of changing the “Keep Clear” line marking on the inner lane entrance to Mortimer Place just before the right turn lane into the Fast Lane Coffee Facility is to prevent queuing of traffic out into the through lanes of Mortimer Place that are trying to enter the Fast Lance Coffee Facility.
Internal / External Consultation
Council’s Director Infrastructure Services and Manager Development Assessment & Building Certification have consulted with the owners of Crocker’s Auto Electrical and the Fast Lane Drive Thru Coffee about the proposal on Wednesday 21 September and both parties indicated they are comfortable with the proposal.
Further feedback and discussions have occurred with Crockers Auto Electrical and the Fast Lane Drive Thru Coffee as well as observations on site to inform the change to the location of the previously approved “Keep Clear”

RP-3 NO PARKING - Turning Bays - Morris Crescent & Coppabella Drive

That Council install NO PARKING signs on either side of the concrete truck turn-around bays at 29 Morris Crescent and 81 Coppabella Drive Gobbagombalin. |

Turnaround bays are located at multiple locations in Gobbagombalin at the end of terminating streets. Their purpose is to allow for waste collection trucks to perform a safe turning manoeuvre after the final property is serviced in that street. The bays are constructed to support the mass and dimension of trucks performing the service.
Waste contractors and residents have reported numerous examples of vehicles parked across or upon these turning bays on waste collection days, forcing drivers to reverse their trucks for the full length of the street as there is no alternative safe area to turn around.
The bays nominated in the recommendation are the subject of repeated complaints and therefore are the only locations at this stage requiring action. k:
The intended purpose of this report is to safely manage a risk issue that has been identified and that is detailed in the report.

RP-4 NEW ROUNDABOUT AT INTERSECTION OF HOLBROOK ROAD, DUNN'S AND LLOYD ROADS

Report
The intersection of Holbrook, Dunn’s and Lloyd Road is in a very poor condition with excessive loose gravel and potholing. Further to this an 80km/h speed limit is in operation and poses a significant risk to safety for the road users. This intersection has experienced a fatal crash, which resulted in enhancements to signage and road markings to improve visibility.
Despite these limited improvements, the intersection continues to be a significant crash risk due to the direct alignment of Lloyd and Dunn’s Road across Holbrook Road and the perception of priority that it presents to drivers, crossing Holbrook Road from Lloyd Road into Dunn’s Road.
The upgrade and sealing currently being undertaken of Dunn’s Road, between the Olympic Highway and Kunzea Place, is projected to result in a significant increase in light vehicle traffic at the Holbrook Road intersection. The sealing of Dunn’s Road will provide an all-weather alternative access to the southern suburbs to and from the Olympic Highway, necessitating improvements to the intersection with Holbrook Road to improve safety and level of service in response to increased traffic volume.
It is proposed to install a roundabout at the intersection to decrease vehicle speed, reduce the risk of collision posed by the current cross intersection and improve overall road safety.
The design presented in this report may be subject to future improvement by the installation of chicanes on the north and south approaches, however, is dependent upon funding being sourced and approved. Previous applications to enable this level of design have been unsuccessful.
The design presented is compliant with Austroads Guide to Road Design and Australian Standards but chicane feature does not form part of this submission as it is not yet funded. The future addition of chicanes is considered desirable in order to reduce the speed of heavy vehicles on the Holbrook Road approaches.
The Council resolution 23/017 was in response to item CONF-6 in the minutes of the ordinary meeting of Council on 30 January 2023, which contained a recommendation to accept the revised offer from Excel Gray Bruni arising from negotiation for RFT2023-05 Dunn’s Road, Olympic Highway and Holbrook Road Intersections Design and Construct.
Risk Management Issues for Council
On-going risk of crashes with potential for serious injuries and fatalities if the intersection remains in its current configuration.
