RP-1 TEMERLOH AVENUE - INSTALLATION OF MOBILITY PARKING SPACES ADJACENT TO MOUNT AUSTIN HIGH SCHOOL

Recommendation

That the Local Transport Forum receive and note the report and provide technical advice on the installation of two Mobility Parking Scheme spaces on Temerloh Avenue adjacent to Mount Austin High School.

Report

Council received a request from Mount Austin High School to install Mobility Parking Scheme spaces on the northern side of Temerloh Avenue, adjacent to the school's southern gate. The request is intended to provide an alternative location for the safe drop-off and pick-up of students with disability attending the Special Education Unit and reduce congestion at the school's main entrance on Leavenworth Drive.

Council officers have inspected the proposed location and existing parking arrangements on Temerloh Avenue. The proposed two Mobility Parking Scheme spaces are considered appropriate to facilitate the safe drop-off and pick-up of students with disabilities while minimising impacts on existing parking. The spaces will operate between 8:00 am and 9:30 am and between 2:30 pm and 4:00 pm on school days only, with the spaces available for general parking outside these periods.

The proposed Mobility Parking Scheme zone is 15.6 metres in length, comprising two continuous parking spaces, with the dimensions determined in accordance with AS 2890.5 - Parking Facilities, Part 5: On-street parking. The proposed location and signage are shown in figure below.

RP-2 PINE GULLY RD X ESTELLA RD ROUNDABOUT - PROPOSED SIGNS AND LINEMARKING

Recommendation

That the Local Transport Forum receive and note the report and provide technical advice on the proposed signs and linemarking for the Pine Gully Road and Estella Road roundabout.

Report

A new roundabout is proposed at the intersection of Pine Gully Road and Estella Road as part of planned road works in early 2027. The new roundabout requires associated regulatory, warning and directional signage, together with linemarking as detailed in Council Drawing No. C2334.

Council officers have reviewed the proposed signage and linemarking as part of the roundabout design process and consider them appropriate to support the safe and efficient operation of the new roundabout, subject to the technical advice of the Local Transport Forum.

RP-3 SAFETY REVIEW OF GURWOOD STREET & SHAW STREET INTERSECTION

Recommendation

That the Local Transport Forum receive and note the report and provide technical advice on additional regulatory measures required at the intersection of Gurwood Street and Shaw Sreet.

Report

In September 2026, Wagga Wagga City Council staff undertook upgrade works to the intersection to Gurwood Street and Shaw Street to improve the existing linemarking and install a new STOP sign treatment and advanced warning pavement markings on the approaches.

Council has since received a resident compliant raising concerns with unsafe driver behaviour and identifying a lack of compliance with the new STOP signs. The complaint requests Council install additional traffic calming measures to address driver compliance. Council engineers have investigated the site and determined that no additional measures are warranted at this time.

Council refers the matter to the Local Transport Forum to seek technical advice on what additional traffic calming devices may be appropriate for this location.

RP-4 SOUTHERN GROWTH AREA LOCAL CENTRE SPEED LIMITS

b process for implementing speed limits outside the defaults in new build areas

Report

Wagga Wagga City Council has received pre-Development Application masterplans from the proponents of the proposed Southern Growth Area development (area bounded Holbrook Road, Lloyd Road, Plumpton Road & Rowan Road). The proposed development comprises two proponent led developments, internally known as Rowan Village and Sunnyside.

Each development consists of mixed density residential, open space and public recreation facilities linked by a central east-west collector road. The Rowan Village proposal (fronting Holbrook Road) contains additional land zoned for a local centre, intended to house commercial spaces and community facilities, a school and sports ground fronting the collector road.

Council Planning staff have reviewed the proposed development layout and identified the need for traffic calming measures along the east-west connection. Council Planning staff have requested the option of a permanent 40km/h speed zone around the proposed local centre be investigated.

Council refers the request to the Local Transport Forum to seek advice on the application and approval process required to implement a reduced speed zone at the Development Application stage.

RP-5 MORTIMER PLACE & CHASTON ST - FAST LANE DRIVE THROUGH COFFEE ACCESS

Recommendation

That the Local Transport Forum receive and note the report and provide technical advice on the proposed line marking modifications at the intersection of Mortimer Place and Chaston Street to address traffic congestion and improve vehicle movements.

Report

Council has received complaints from surrounding business owners in relation to traffic congestion at the intersection of Mortimer Place and Chaston Street resulting from queuing at the Fast Lane Coffee access point and turn lane.

Council staff prepared a line marking solution which was presented to the LTF at the 16 July 2026 meeting. This line marking solution involved the installation of additional ‘KEEP CEAR’ line marking through the throat of the Chaston Street intersection.

Technical advice received from the LTF concluded that the proposed additional line marking would not resolve the queuing issues and alternate solutions were discussed.

Council engineers have since prepared a revised line marking and signage plan to prevent vehicles queuing back onto the Chaston Street intersection. The alternate traffic management solution involves:

· Backout of existing line marking as shown on the plans

· Installation of approx. 60m of rubberised kerb with flexible bollards down the centreline of the road to prevent vehicles turning right into the Fast Lane Coffee vehicle crossing.

· Respray of the existing centre and lane lines as shown on the plan.

· Installation of ‘NO PARKING’ signage between the hours of 6am to 9am along the Western side of Mortimer Place as shown on the plans.

The intent of the alternate solution is to direct Fast Lane Coffee traffic down to the end of the Mortimer Place cul-de-sac to turn around, forcing queuing to the South along Mortimer Place rather than North onto Chaston Street.

It is noted that frontage parking for the first four businesses South of Fast Lane Coffee would be prohibited in the morning between the hours of 6am to 9am to allow for peak hour queuing. Outside of peak hours, standard parking conditions remain and vehicle queuing would be forced onto the primary travel lane.

26m B-Double turn paths have been included in the plans to demonstrate heavy vehicle access is retained.

Council seeks further input for the LTF members prior to implementation.

Fast Lane Drive Thru Coffee Line Marking - Issued C

RP-6 KILDARE CATHOLIC COLLEGE, COLEMAN STREET - NO PARKING RESTRICTION

Recommendation

That the Local Transport Forum receive and note the report and provide technical advice on the proposed installation of 2-minute Parking restrictions between 8:00-9:30am and 2:30-4:00pm on school days on the northern side of Coleman Street to address double parking in the unrestricted parking zone.

Report

The Traffic Impact Assessment report, received as part of the development application (DA25/0585) for the extension of the Kildare Catholic College carpark, identified that vehicles commonly double park on the northern side of Coleman Street in the unrestricted area between the statutory No Stopping restriction associated with the intersection of Coleman St/Kildare Street and that associated with the school pedestrian accessway. This parking behaviour is in breach of NSW Road Rules and compromises the safety of parents and children.

Council officers have reviewed the existing traffic conditions and prepared the following proposal to install 2-minute Parking restrictions at the unrestricted parking zone between 8:00-9:30am and 2:30-4:00pm school days, subject to the technical advice of the Local Transport Forum.

RP-7

RP-7 STREET TO STREET EVENT

Recommendation

That the Local Transport Forum:

a receive and note the report and provide technical advice on the proposed Traffic Management Plan and associated temporary traffic control arrangements for the Street to Street 2026 event

b note that Council, under delegated authority, approve the Traffic Management Plan, Traffic Guidance Schemes, temporary road closures and associated traffic control measures

Report

Street x Street is a new initiative from the Wagga Business Chamber, who secured a $200,000 grant through the NSW Government's Regional Night-Time Economy Program to support a new collaborative initiative designed to activate the city centre from day to night. Street x Street will focus on coordinated activations across Fitzmaurice Street, encouraging visitors and locals to move between venues through live music, hospitality experiences and creative programming.

The event will be held on 7 November 2026 and will run from 5pm-10pm. To facilitate the event, the organisers have requested the closure Fitzmaurice St between Morrow St and Crampton St from 4:30pm-10:30pm to allow for setup and pack down of traffic control and equipment.

The event has been planned in coordination with Council’s Destination and Events team and participating businesses.

Council officers have reviewed the submitted Traffic Management Plans. The proposal includes temporary traffic control measures and detour signage to direct traffic around the event area.
